Documents leak UW lobbied Hebei to push eugenics policy

The international community has accused the Chinese Communist Party of collecting DNA from Chinese people, including the Xinjiang minority, on a large scale and establishing a public security gene bank. Pictured is a Chinese Communist Party public security officer collecting a genetic sample from the son of a trapped miner in Xingning City, Guangdong Province, Aug. 13, 2005.

Recently, the CPC Hebei Provincial Health Commission received a proposal from BGI, which revealed that BGI had taken advantage of the new epidemic to lobby the Hebei provincial government to promote the implementation of the “Healthy Hebei” strategy. The “Healthy Hebei” strategy in the BGI document is a local version of Xi Jinping’s “Healthy China” national strategy, in which the “prevention and control of birth defects” is promoted, among other things, in the same vein as the “eugenics” strategy implemented by the Nazis in the last century. The “Health China” strategy is a local version of Xi Jinping’s “Health China” strategy.

According to BGI’s financial report last year, UW’s revenue grew twofold and profits soared 6.5 times in 2020 due to the impact of the new crown epidemic. According to the mainland media (link), BGI said in May this year that its new crown test products have covered more than 180 countries and regions around the world, with more than 80 “FireEye” laboratories operating overseas.

Internal documents obtained reveal that the performance of UW-Gene is linked to its business strategy of deep ties with the Chinese Communist Party.

Exclusive: UW Genetics Helps Communist Party Implement “Birth Defect Prevention and Control”

Exclusive internal documents obtained from the Chinese Communist Party’s Health and Welfare Commission reveal that Huada Genetics is promoting “birth defect prevention and control” and other national strategies of the Communist Party.

An exclusive internal document obtained from the Hebei Provincial Health Commission reveals that China’s leading gene sequencing company, BGI, has offered advice to the Chinese Communist Party to promote the implementation of the “Healthy China (Hebei)” strategy, which aims to prevent and control birth defects.

On January 30 this year, BGI’s Shijiazhuang Huada Medical Laboratory submitted a proposal to the Hebei Provincial Health Commission on “Proposal on Gene Technology to Help Implement Healthy Hebei”.

According to the Proposal, the capabilities of BGI’s genetic testing technology and FireEye Laboratory “have been fully verified in the prevention and control of the epidemic”, and UW’s “scaled-up and engineered technology, platform and model are also important supports for ‘comprehensively promoting the construction of a healthy China. ‘ important support”.

The document begins with the 2019 “province-wide non-invasive prenatal genetic testing project in Hebei Province on an early and pilot basis,” becoming the first province in China to adopt genetic testing technology for the prevention and control of birth defects in the province. The project was issued by the Hebei provincial government, and UW Genetics won the bid and implemented it.

“Non-invasive Prenatal Testing (NIPT) detects chromosomal disorders such as Down’s syndrome by taking blood from a pregnant woman’s vein and sequencing free DNA fragments from the fetus. The technology carries the risk of depriving the fetus of life and is ethically and morally controversial.

However, in the document, UWM said the project has “significant livelihood and social benefits” and made a monetary analysis of birth defect control – the cost-benefit ratio is as high as 1:16.56, which means that for every $1 invested by the government, 16.56 yuan can be saved. socio-economic burden.

In the paper, Huada Genetics recommended itself to make outstanding contributions to “Healthy Hebei” by playing the role of “combining the level and war” of the BGI platform.

In the document, BGI also boasts that the Hebei authorities’ “innovative model of birth defect prevention and control and the effectiveness of prevention and control will become a model in the history of China’s disease prevention and control and go down in history”, and proposes that in the post-epidemic era, UW-Gene’s FireEye Laboratory, combined with its experience in non-invasive prenatal genetic testing and new crown nucleic acid testing, can give full play to the BGI platform’s role of “fighting against epidemics and preventing diseases without epidemics” and make outstanding contributions to the major strategic goal of “Healthy Hebei”.

With the popularization of high-throughput gene sequencing, the cost of sequencing is decreasing, which makes it possible to apply gene testing to newborn screening.

According to BGI, the newborn genetic testing program can screen for 156 genetic disease subtypes and 48 genetic metabolic diseases; the cost-benefit ratio of “newborn genetic testing” and “newborn genetic metabolic disease screening” is 1:22 and 1:7.1, respectively.

Communist China’s “Reducing Defective Births” vs. Nazi Eugenics

The construction of “Healthy Hebei” advocated in the document is a local version of the Communist Party’s national strategy of “Healthy China”.

In October 2017, Xi Jinping proposed the implementation of the “Healthy China” strategy in his report to the 19th National Congress of the Communist Party of China, explicitly calling for “adhering to prevention as the main focus” and “providing the people with comprehensive and full-cycle health services “(bilingual in Chinese) (Link to bilingual report in China Daily)

The Chinese Communist Party’s health strategy of “adhering to prevention as the main focus” is not pure in its connotation.

In August 2018, the CCP issued the National Program for Comprehensive Prevention and Control of Birth Defects, which explicitly ordered to “reduce the number of children born with serious birth defects. (Screenshot from the official website of the State Council of the Communist Party of China)

On August 20, 2018, in order to implement the “Healthy China” strategy, the CPC Health and Welfare Commission issued the National Comprehensive Prevention and Treatment Program for Birth Defects (link to State Council), which calls for the implementation of three-tier prevention and control measures.

The program clearly instructs “standardized secondary prevention to reduce the birth of children with serious birth defects”; specific measures include the application of new technologies such as high-throughput gene sequencing and “extensive prenatal screening”. The specific measures include the application of new technologies such as high-throughput gene sequencing and “extensive prenatal screening.

This public document confirms that one of the core concepts and goals of the Communist Party’s “Healthy China” strategy is to “reduce the number of defective children”.

In July 2019, the CCP issued the “Opinions on Implementing Health China Action” (Guo Fa [2019] No. 13), established the “Health China Action Promotion Committee”, and started implementing the “Health China Action (2019-2030)” (CCP State Council link).

Xi Jinping’s “Health China Action” calls for “maintaining the whole life cycle of health” and establishing a birth defect prevention and treatment system. (Screenshot from the official website of the State Council of the Communist Party of China)

According to the Communist Party’s State Council document [2019] No. 13, the “Healthy China” strategy promotes a shift from a focus on treating diseases to a “society-wide implementation of prevention”, and one of its three main tasks includes “maintaining whole One of the three main tasks set is to “maintain life-cycle health”.

One of the three main tasks set out in the strategy is to “maintain life-cycle health.” The first task is to “actively guide families to scientifically conceive and raise healthy new lives, and improve the birth defect prevention and treatment system.

The Communist Party’s “Health China Action (2019-2030)” (link to Communist Party State Council) even sets targets for action, requiring that “birth defects be effectively controlled” and that prenatal screening rates reach 70% and above and 80% and above, respectively, and that newborn screening rates for genetic and metabolic diseases reach 98% and above. The rate of screening for genetic and metabolic diseases in newborns is 98% and above, etc.

These public documents show that the “Healthy China” strategy of preventing “defective children” is the state policy of the CPC on population.

The internal documents of Huada Genetics reveal that the company is the executor of the CCP’s population policy of “reducing defective children”.

According to current affairs commentator Li Linyi, “The CCP’s ‘Healthy China’ strategy, especially the population policy of preventing ‘defective children’, is a change from the Nazi-promoted eugenics and the policy of eliminating inferior people in Germany. Compared with the eugenics advocated by the Nazis in Germany and the policy of eliminating the inferior people, it is actually a change of soup.”

Eugenics, which refers to the manipulation of the evolution of a given population by artificial means to improve human genetics, has been ethically and morally controversial and was enshrined by the Nazis in the last century.

In June 1944, Jews were transported by Nazi trains to the Auschwitz death camp in Poland, where some were sent to hard labor and the vast majority were sent directly to the gas chambers. (Wikipedia/Public Copyright)

On July 14, 1933, the Nazis in Germany introduced the Law for the Prevention of Offspring with Hereditary Diseases (commonly known as the Sterilization Law), which mandated that people with certain diseases must undergo forced sterilization in order to prevent the disease from being passed on to future generations.

Under the banner of eugenics, the Nazis carried out a brutal policy of genocide against the Jews and Slavs, and also used measures such as sterilization and euthanasia to “eliminate” the elderly and the sick among their own people.

UW Genetics: “No defective children are allowed to be born”

Coinciding with Nazi eugenics is not only the Communist Party’s health strategy, but also the corporate discipline of Huada Genetics.

On May 28, 2018, Wang Jian, founder of UW Genetics, said at the Digital Expo that employees are not allowed to give birth to defective children. (Video screenshot)

On May 28, 2018, Wang Jian, founder and chairman of UW Genetics, said at the China International Big Data Industry Expo (referred to as the Digital Expo) (link to Wang Jian’s video) that UW has three major disciplines, the first of which is that “no birth defects are allowed among our employees.”

UW’s “discipline” and its expertise in genetic technology make it the best scalpel for the Chinese Communist Party to implement the “Healthy China” strategy.

According to the 2019 Social Responsibility Report (PDF link), Hebei Province is the first province in China to provide non-invasive prenatal genetic testing (NIPT) livelihood services in the province, and in July 2019, UW BGI won the bid for the Hebei Pregnancy NIPT livelihood project.

UW BGI has cooperated with the governments of Hebei Province, Shenzhen City, Changsha City of Hunan Province and many other places on NIPT livelihood projects. By the end of 2019, the total number of people screened in the livelihood projects around BGI reached more than eight million, and more than six million cases of non-invasive prenatal genetic testing have been completed.

The so-called livelihood projects refer to government projects funded and promoted by the CCP.

According to the CCP Health Committee’s August 30, 2019 response to the 13th National People’s Congress Recommendation No. 4144 (link to the CCP’s official website), the CCP “has always attached great importance to birth defect prevention and control and other genetic testing” and has not been able to include free genetic testing health screening in government livelihood projects for the time being, but there have been Tianjin, Hebei, Shanxi, However, the provinces of Tianjin, Hebei, Shanxi, Shandong, Henan, Hunan, Shaanxi, Gansu, and Ningxia have included prenatal screening in the government’s livelihood projects, providing free services for pregnant women.

Internationally, although non-invasive prenatal genetic testing has become an option for pregnant women in Western countries, it is only offered free of charge in individual countries such as Belgium and the Netherlands as a matter of national policy.

The results of genetic testing are only a possibility and do not determine whether the subject will have the disease in the future.

Li Linyi said, “The Chinese Communist Party’s population policy of preventing defective children is in fact a Nazi policy of eliminating the inferior, wrapped in the garb of genetic technology. Both are carrying out the will of the government and are implementing the ruling party’s state policy.”

“Although the CCP’s population policy of eliminating defective children did not go as far as the Nazis and Planned Parenthood to enforce it. But under the banner of genetic technology, it induces parents to personally strangle their own fetuses that may have genetic diseases, a practice that is essentially more evil than the Nazis.”

Li Linyi pointed out that from Christianity, Catholicism and Judaism in the West to various orthodox religions such as Buddhism and Taoism in the East, the killing of human life, including abortion, is a great evil in traditional human religious beliefs and universal values. “From this perspective, the Nazis were taking sin upon themselves, while the Chinese Communist Party was pulling people to share sin with them.”

UWI fiasco continues

Last July Hong Kong Chief Executive Carrie Lam introduced mainland companies such as UW Genetics to Hong Kong for nucleic acid testing. Pictured here are Hong Kong people holding signs outside the headquarters of the Hong Kong Hospital Authority on August 2, 2020, protesting the SAR government’s decision to allow mainland inspectors to conduct new coronavirus tests in Hong Kong, fearing quality control problems and the possibility of DNA samples being given to the Chinese Communist Party.

In addition to acting as a trailblazer for the CCP in genetic testing and other eugenics, UWM has also been implicated in CCP human rights crimes in Xinjiang.

On May 12 of this year, representatives from the United States, Britain, and other Western countries, as well as Human Rights Watch, Amnesty International, and other international human rights organizations, condemned the CCP’s mass detentions, forced sterilizations, sexual assaults, forced labor, and other crimes against humanity in Xinjiang at a meeting of the United Nations Human Rights Network in Xinjiang. The CCP has denied the international community’s allegations. The CCP has denied the international community’s allegations.

In July 2020, the U.S. government imposed sanctions on two of its companies for their involvement in the CCP’s human rights persecution in Xinjiang.

Last June the Australian Strategic Policy Institute (ASPI) released a report, “Genetic Surveillance” (original article), alleging that the CCP is building the world’s largest police DNA database and that UW Genetics signed an agreement with the CCP to collect genes for public security authorities.

Since the beginning of this year, UW Genetics has made a series of errors in its nucleic acid tests for the CCP virus in Hong Kong, not only reporting false positives but also omitting to report a number of confirmed cases, causing public panic. The Hong Kong government has temporarily reduced its testing volume but has not imposed any punishment.

Last July, Chief Executive Carrie Lam introduced BGI to Hong Kong for nucleic acid testing. According to Hong Kong media reports, BGI has undertaken the largest number of tests in Hong Kong.
