On May 19, nearly fifty Wuhan petitioners posted a joint letter on microblogging, complaining in real names about the evil practices of Wuhan’s black prisons, including six locations such as No. 41 Gaowan, West Baiquan Road, East and West Lake, Beihu, Qingshan District, and Party School, Jiangan District. Nearly 400 people had been taken in by kidnapping and other horrible means and tortured severely, and hundreds of people were disabled due to injuries.
“What’s the difference between this and a fascist concentration camp? What is the difference between this and the Jagged Cave run by the Kuomintang in Chongqing?”
The letter of complaint reveals that the main targets of the black prisons included employees of state-owned enterprises, peasants and farm workers whose land was seized, and residents whose houses were forcibly demolished, and that gangsters and hoodlums tortured them day and night: electrocution, fire, waterboarding, flogging, sexual abuse, etc.
Modern fascist “study classes”: interrogation with poison gas, forced to take poison
“Hell on earth, as soon as I went in, I felt like hell on earth.” From March 7 to October 17, 2018, Wuhan petitioner Wan Shaohua spent 226 days and nights in the black prison.
She had protested against the seizure of housing by Zou Guangrong, the leader of the Wuhan Institute of Biology, while the other side sent hooligans to smash her home. Wan Shaohua recalled that when she petitioned in Beijing in 2018, Chen Zhixiong, deputy director of the Wuchang Bureau of Letters and Visits, ordered Officer Wu Tianxi to take her captive. She was thrown into a small four-story building in a hollow in the 3303 Arsenal district of Jiangxia, and once inside, she was stripped naked for training and monitored daily by a group of peasant-like men with Honghu District accents, “What are you? The government’s baggage. You are dead, immediately bury you! There are over a hundred people here, no one will know if one of you dies.”
She was often fed chili water, denied food, not allowed to brush her teeth or bathe or urinate or defecate, beaten so severely that she was bruised and swollen, and vomited blood for weeks on end.
On May 23 of that year, Wan Shaohua was stretched out on a bed and beaten, one man tied her hands to the bed, another pressed her legs, another used a plastic cotton slipper to brush her face, “then screamed no more, tears flowed down, blood flowed down. I wanted to die.” She tried to kill herself by cutting her artery, but was resuscitated. In a haze, I heard the doctor say, “Lift her leg up a little bit and spray the wall with blood everywhere. Another prisoner, Li Mu Xiang, was also overwhelmed by the torture and swallowed two nails, but also attempted suicide.
“I went in at the age of 72, when I was 130 pounds, and came out without 70 pounds. I crossed the Yangtze River and my legs were very strong. After coming out can not walk, tendon problems, but also suffer from emphysema.” Wan Shaohua said one of the most horrific things was the frequent gas interrogations.
“On September 10, the gas was pumped in openly, the oil residue outside was burning loudly, and the doors and windows were covered with quilts. My mouth all ulcerated, spicy eyes, throat like fire, face all black, hair sticking together.”
Wan Shaohua recalled that Fu Zhiping, the director of the Wuchang District Public Security Bureau, told her personally, “The Communist Party does not have black prisons, this is a study class!”
Wan Shaohua; “Are there any corrupt elements in the Communist Party, beating and gassing people in the study classes?”
Fu Zhiping: “That’s how it should be with people like you.”
Wan Shaohua; “Are you a communist, how can you do this to the people? I am a true descendant of the Communists; my father was an underground worker and worker leader (before liberation). He taught me all my life not to bully the good and fear the bad, I will not be afraid of you.”
From the first day she was taken into the black prison, Wan Shaohua was asked to recite the educational management document “Absolute Obedience”. To report to the government; not afraid of your death, not afraid of your complaint, not afraid of your Internet.
“The only way out is to obey them. I kneeled and wiped the floor for more than two hundred days. They said very clearly, ‘No petition, we have the eye of heaven.'”
We called the Wuchang Bureau of Letters and Visits and the Public Security Bureau to inquire about the situation, but no one responded at press time.
Last October, Wuhan petitioner Sun Jianmin was intercepted in Jinzhou, Hebei Province, and sent to a “study class” under the Tianxingzhou Bridge in Wuhan’s Qingshan Mountain, near the abandoned factory of the General Factory of Silicon Steel Machinery and Electricity, where he was held on two floors, each of which could house seven or eight people. He was locked up for nine days, three meals of moldy fast food noodles, before the meal will be forced to swallow white pills by four gangsters.
“After eating, he was dizzy and wanted to hit the wall, and his blood was rolling all over his body. Went to the hospital and found lung nodules, suspected lung cancer, definitely caused by the medicine. White blood cells abnormal, urine with blood. I said shut to the black prison, Hubei Provincial Hospital of Traditional Chinese Medicine doctors would not dare to check, they said it was government action, did not dare to offend the government. I then took a razor blade and made cross cuts on my head myself, cupping and releasing poisoned blood.”
He had heard the guards talking and learned that it was Yu Feilong, director of the Political and Legal Committee of the Xinguqiao Street Office, Guo Hong, deputy secretary, and the director of the Qinshan District Bureau of Letters and Visits, who sent people to the black prison after the three parties signed. The station called to interview Yu Feilong, the other party heard it was a reporter and hung up.
Sun Jianmin was told by Secretary Guo Hong, as soon as he bought a train ticket to Beijing, the government people received a notice, various checkpoints are set up card points, “December 26, 2015, the government of Xinguqiao looted all my property, December 31 house forced demolition, to now do not hear no matter. I went to Beijing to report to reflect the facts, why are you so afraid? Take me as an ordinary citizen, as a class enemy? The people do not have a place to reason, and even no way to live.”
Wuhan black prison accusation group, ten years of nothing
“The ‘re-education camps’ that the outside world is concerned about are a tougher upgrade of the black prisons on the mainland, not necessarily a new thing. This model is reinforced when there is a crisis (in government rule).” Chinese human rights lawyer Tang Jitian has been following and visiting and investigating black prisons since the 2008 case of Huang Wei and Hao Qiuyan, where Falun Gong members, double-crossing officials, and people who oppose violent birth control are victims.
“In recent years, there should be a large number of existence, but tight control of the network, the parties concerned to voice the risk, lawyers do not allow judicial comment, co-signers, interviews, coupled with health code …… a lot of tight band, the outside world is difficult to understand the latest situation.”
The “black jails” are usually temporary extrajudicial detention facilities, including hotels, residential buildings, psychiatric hospitals, warehouses, farmhouses, factories, etc., operated by government officials or their hired personnel, without judicial proceedings, and sometimes labeled as “legal education and learning centers “After the abolition of the reeducation-through-labor system in 2013, black jails proliferated. Whenever petitioners are brought back from Beijing by the local government, they are usually regarded as “sparrows falling down the chimney, with no hair on their heads.
Civil society organizations Human Rights Watch (HRW) and Human Rights Defenders (NCHRD) released research on China’s black prisons in 2009 and 2014, respectively, which the Chinese government has denied. black prisons'”.
Beginning in 2012, victims of the Wuhan black prison formed a complaint group, and the decade-long journey to defend their rights has been filled with exhaustion and despair.
The letters of complaint reflect that the political and legal organs in Hubei Province ignored the Supreme Court’s rule that “all cases must be established and all complaints must be dealt with”. The petitioner had to go to the Supreme Court in Beijing to file a complaint, and Guo Guangxi, the representative of the provincial high court in Beijing, signed the reception form. However, once back to the Hubei Provincial High Court, the other side again to “file the court is not subject to the jurisdiction of the letter and visit window” for the reason of kicking back to the Wuhan City Central Court. Wuhan Central Court again pushed the case to the High Court, and both sides kept pushing and kicking the ball. Later, the visitor found an internal notice issued by Wuhan High Court: “All political and legal departments at all levels are not allowed to file cases against black prisons”.
Li Yuqin, a former model worker in Wuhan, was detained by Peng Xianguang, the deputy director of Erqiao, at 41 Gaowan, West Baiquan Road, where she was slapped, fed medicine, and beaten with electric batons and belts. For ten years, she has been running around demanding a case and trial, but a police officer with police number 420100 at the Wuhan Intermediate Court told the victim, “We will file a case if you get a note from Xi Jinping.
Victims of black prisons: “China is so powerful, yet I am in so much pain”
Since March this year, in order to implement the spirit of Xi Jinping’s instructions on the rule of law and on the work of letters and visits, localities have carried out work to resolve the backlog of letters and visits, and a special inventory of community corrections.
Li Yuqin: “There is no improvement, it’s all just false talk. We just hope that the Communist Party will pursue the black prisons, which seems difficult. Because we have (sent materials) to Xi Jinping’s desk, he did not take a position. The more you sue the black prisons, the more you are suppressed, and many people have backed off. Now just every time back to the inspection team, the inspection team came, we quickly take the material.”
In 2020, the Wuhan Mass Visitors Reception Service Center launched the “visit card”, each card states the number, case number, the responsible unit, but according to the black prison visitors reflect, so far no solution to a matter.
“The company’s main goal is to provide the best possible solution to the problem. Every month to the Hanyang court, useless. A society under the rule of law, such oppression of the people, illegal kidnapping!” Sheng Ailan, a blind woman in her seventies, went to Beijing to protest against the demolition, but was sent to a black prison in Huangpi, Hubei, where she was locked up with dogs for more than a month and robbed of more than 2,000 yuan by punks.
Now, on sensitive days, the entrance to her home is crowded with state guards. She tried to pursue her case with Chen Shanfu, the street secretary of Parrot Street in Hanyang, Wuhan, but no one has accepted the case so far.
Tang Jitian lawyer pointed out that the black prison is the government-supported office crime or even state crime, so there is little hope of vindication, “how to make more people in the country realize that it is not the years. Being indifferent to what happens to others will happen to you tomorrow.” He called on the international media and human rights agencies to take rescue action; and the visitors to concentrate on accumulating, analyzing and identifying evidence, leaving enough material on the “civil history” of the black jails for future generations to study.
“It (China) is so great that it is going to surpass the United States, and the satellite is on Mars. It’s such a powerful, happy country, and yet I’m so miserable.” At the age of 75, Wan Shaohua can no longer leave the black prison of the 3303 Arsenal. She often feels that she is worse than a slave or even a dog, but as long as she is not killed, she will continue to expose the evil and tell the truth.
