The Chinese media uncovered an outbreak of neonatal infections in Inner Mongolia’s Ordos Central Hospital due to artificial disinfection problems, resulting in nine newborns infected and three deaths. When the National Health Commission issued an internal document at the end of April, it said that the information was “not to be disclosed”.
The first to report the news was China’s “Surf News”, citing the official website “Credit China (Fuzhou, Fujian)”, which said that the Health Bureau of Yongtai County, Fuzhou City, Fujian Province, had recently issued a “Notification of the General Office of the National Health and Wellness Commission on the Outbreak of Neonatal Infections in the Central Hospital of Ordos City, Inner Mongolia Autonomous Region”. The notice was issued by the General Office of the National Health and Wellness Commission on April 25 to inform about the outbreak of neonatal infections at the central hospital in Ordos City, Inner Mongolia.
The notification said that among 11 newborns in the neonatal unit of the hospital’s Dongsheng Department from April 5-12, 2021, nine of them successively developed symptoms such as fever and infectious shock, and three of them died after ineffective treatment. After the expert group investigation, caused by intestinal adhesion of diarrhea-causing Escherichia coli (EAEC) (commonly known as “E. coli”), and from the environmental samples and the children’s anal swabs, blood specimens detected the bacteria.
The report criticized the hospital for not paying enough attention to infection prevention and control, including a serious shortage of nursing staff and a substandard bed-to-nursing ratio; only one hygienist was assigned to disinfect the ICU during the Qingming holiday. Infection prevention and control operating procedures in the neonatal ward were not perfect, and hand hygiene and environmental object surface cleaning and disinfection were not in place.
The report pointed out that the hospital had the first case of neonatal infection on April 5, the second case on the 7th, three new cases on the 10th, three new cases and one death on the 11th, and failed to report to the local health and health administration in a timely manner as required, ordering the hospital to close the neonatal unit of Dongsheng Department and rectify the situation for a limited period of time, and imposing sanctions on the secretary of the party committee and the president of the hospital and other responsible persons.
And the national health care commission office, in April 25 to the local health care commission issued internal documents, the end of the special note that the document “information disclosure form”, for “not public”. In other words, it was not until the Yongtai County Health Bureau in Fuzhou City, Fujian Province, “accidentally leaked” the document a month later and was discovered by the media that the incident came to light.
