The 20th National Congress of the Communist Party of China will be held next year, and the changes in the top personnel are attracting much attention. The analysis says that among the remaining members of the Politburo, Chen Guoduo is in doubt due to his health condition.
The current 25 members of the Politburo (including seven members of the Standing Committee), if the 20th Congress next year, according to the “seven up eight down” age rule, two of the Standing Committee members Li Zhanshu and Han Zheng will withdraw, the Politburo will be replaced by 11 people. But after Xi Jinping came to power, many personnel rules were broken.
According to an op-ed in the Hong Kong newspaper Ming Pao, it will be difficult to say who will stay and who will retire if the hard age criteria are broken at the 20th CPC National Congress. Among the older members of the Politburo who will remain in office, Beijing Secretary Cai Qi is a hardcore direct descendant of Xi’s “Min system” and “Zhijiang New Army,” while Xinjiang Secretary Chen Guodu, who has made a mark for the CCP by suppressing the people of Tibet and Xinjiang, will also be entrusted with important duties, but Chen’s health is subject to change.
Previously, the author’s article analyzed that there may be huge changes in the personnel changes of the 20th Congress.
The most likely change is that “seven up and eight down” may become “seven down and eight up”, which mainly means that the hard indicator of age-based line may no longer exist. The only criterion for these changes is Xi Jinping’s trust.
Chen Quanguo is currently a member of the Political Bureau of the CPC Central Committee, secretary of the Xinjiang Party Committee and first political commissar of the Xinjiang Production and Construction Corps. He served as Secretary of the Party Committee of the Tibet Autonomous Region from 2011 to 2016; transferred to Xinjiang as Secretary of the Party Committee and First Political Commissar of the Xinjiang Production and Construction Corps from 2016 to 2017; and has been a member of the Politburo, Secretary of Xinjiang, and First Political Commissar of the Xinjiang Production and Construction Corps from 2017 to the present.
On July 9, 2020, the Xinjiang Public Security Department and four Communist Party officials in Xinjiang were sanctioned by the United States for persecuting the Muslim population in Xinjiang, including: Chen Guanguo, Secretary of the Xinjiang Party Committee; Zhu Hailun, former Deputy Secretary of the Party Committee; Wang Mingshan, Director and Party Secretary of the Xinjiang Public Security Department; and Huo Liujun, former Secretary of the Party Committee.
In January 2021, at the European Parliament, French MEP Raphael Glucksmann urged the EU to use the European version of the Magnitsky Act to impose sanctions on the CCP, and directly named Chen Guanguo.
Glucksmann said that if we have a punishment mechanism for human rights violations, then we should use it. I even have the name of the first person who should be punished – Chen Quanguo, who was responsible for the repression of the Uighurs and also the repression of the Tibetans.
