To resist the Communist Party, Taiwan experts call for the passage of a proxy law to amend the regulation of Chinese capital

Chinese Communist Party infiltration threatens Taiwan’s security, for the existence of national security loopholes, Taiwan Democracy Lab director Shen Boyang stressed the urgent need to pass the Agent Law and amend the Chinese capital norms in order to protect Taiwan’s democratic freedoms.

He said that when taking stock of the Chinese Communist Party’s infiltration or influence around the world, nine different areas can be listed, including military, technology, media, academic, social and cultural, law enforcement, economic, foreign policy infiltration and political buyout, all of which are done thoroughly in every aspect, and different areas will do match with each other. He revealed that the Taiwan Democracy Lab is working on a “China Index” to let people know how serious Taiwan’s infiltration by the Chinese Communist Party is in these nine areas.

Shen Boyang pointed out that it is very important for the Taiwanese public to be aware of the crisis of the Chinese Communist threat to Taiwan. The government’s awareness is also important. If they do not have a special understanding of the CCP’s threat, and if the government instead responds with the most conservative position to explain when the public begins to operate in this way, it is also asking for fish out of a barrel. Moreover, if the international community is not alert to the need to shake hands with the CCP, Taiwan’s isolation and lack of support will be precarious.

Taiwan Democracy Lab studies the CCP’s information warfare against Taiwan, Shen Boyang said, “If we understand the deeper the CCP, the more difficult it will be for them to attack Taiwan in information warfare, that is, to let the CCP know that they want to attack Taiwan, but the resistance they encounter is so strong that they will be killed or injured, and this will of the Taiwanese to resist is actually particularly important.” He called on Taiwan to set up a “anti-hybrid warfare center” similar to the one the U.S. suggested NATO establish, which could enhance Taiwan’s strategic position.

Shen Boyang pointed out that, in the face of the Chinese Communist Party’s information war against Taiwan, the most troubling thing is still Taiwan’s role as a “proxy. If Taiwan passes the “Agent Law,” foreign forces in Taiwan must be registered, and after registration, they must reveal their relationship with the CCP to the public. “Transparency is originally a democratic value, just like revealing poison in food, the Taiwanese media or scholars speaking for the CCP must of course be revealed. In the past two years, although some members have signed the Agent Act, they have not been able to cross the threshold.

For Wang Bingzhong spy case recently a verdict of acquittal, Shen Boyang said, Wang Bingzhong’s actions, the judge found that the prosecution’s evidence is insufficient, but he actually wrote a report on the ideological work, but also with the Chinese Communist Party’s Taiwan Affairs Office to request money, which can also be investigated in depth. But Taiwan’s National Security Law has no way to do anything. If there were an Agent Law, Wang Bingzhong would have to be registered if he received money directly, and his actions could be categorized by this law.

The Taipei District Attorney’s Office found that Wang Bingzhong and his father, Wang Bingzhong, as well as Lin Mingzheng and Hou Hanting, were suspected of using the “Liaoyuan News Network” and other organizations to absorb people from all walks of life, including current and retired Taiwanese military personnel, and charged Wang Bingzhong and his father, Wang Progressive, with violating the National Security Law. The court found that the prosecution had cited four people for violating the National Security Law, including Wang Bingzhong and his father, Wang Progressive, and Lin Mingzheng and Hou Hanting. The Taipei District Court found that the prosecution had not adduced enough evidence and ruled not guilty on April 28.

Shen Boyang stressed that he hopes Taiwan will have the opportunity to pass the “Agent Law”; there is no special amendment to the Chinese capital code from before to now, “Taiwan’s way of identifying Chinese capital is outdated, especially they will wash the origin through a third country, I hope the government can amend the relevant norms, and to announce so that everyone can quickly check, know whether this is a Chinese investment company, do not Taiwan’s security handed over to the Chinese Communist Party”.
