Since the beginning of this year, the Chinese Communist Party (CCP) has suddenly thrown out the phrase “rising in the east and falling in the west”. From General Secretary Xi Jinping down to imperial scholars and the big foreign propaganda machine, all of them have been advocating the “East is rising, West is falling” theory, declaring that “the time and trend are on our side.
What is the basis of the “East is rising, West is falling” theory? One of Beijing’s bases is probably that China was the first to emerge from the pandemic, while other countries are still suffering from it; some countries, such as India, are back to being the hardest hit; and last year, only China achieved positive economic growth of 2.3%. This algorithm obviously does not take into account small countries such as Taiwan and New Zealand, which have been most successful in preventing and fighting the epidemic.
The second of Beijing’s bases is that right in the context of the US-China trade war, China’s foreign trade has increased rather than decreased. In fact, one of the main reasons is that in the past 40 years or so, the U.S. and European countries have made a serious strategic mistake by placing more than 80% of their medical production lines and supply lines in China, both to complete China’s rise as a manufacturing power and to hand over control of vital lifelines – drugs, medical equipment, and even masks – to Beijing. This has become a powerful tool for the Chinese Communist Party to blackmail and blackmail the United States, Europe and other countries. In this pandemic, countries were subjected to the Chinese Communist Party, and the Chinese Communist Party made a fortune from the disaster, making the U.S., Europe and the rest of the world suffer the consequences. But this also led to the awakening of the U.S., Europe and other countries, and their determination to re-establish the global industrial chain and supply chain.
Beijing’s basis number three is that, through the expansion of China’s comprehensive national power, the CCP has expanded its ambitions and increased its military spending so that China’s military power has expanded rapidly, posing the most serious threat not only to neighboring countries including Taiwan, Japan, the South China Sea countries, and India, but also posing the greatest challenge and threat to the United States. The Chinese Communist Party is so militaristic and has provoked an arms race that not only the United States, India, Taiwan, Southeast Asia and other countries are forced to increase their military spending and armaments, but even Japan, which is bound by the peace constitution after the war, has also started to increase its military spending, reorganize its military strength and rush to catch up.
In fact, the so-called “East is rising and West is falling” argument has appeared many times in recent history. When Japan’s militarism was on the offensive in Asia, when it was successful in its aggression and expansion, when it was creating the “Greater East Asia Co-Prosperity Sphere” and when it was advocating that “Asia is Asia for Asians,” it was the time when the “East is rising and West is falling” theory was prevalent. The “East is rising, West is falling” theory was prevalent. After World War II, the Soviet Union as the leader, China as the second, the eight countries of Eastern Europe, and the scattered communist countries around the world to accompany the formation of the East-West Cold War situation, another “East is up and West is down” theory is prevalent. Mao Zedong was so proud of himself that he said, “The east wind overwhelms the west wind”. In the 1980s, Japan’s economic boom and the rise of Asia’s “Four Little Dragons” also once became the global economic “East is up, West is down” theory.
After the death of Mao Zedong, China embarked on the road of “reform and opening up”, and with the help of the two windows of Hong Kong and Taiwan, and the massive injection of foreign capital from the United States, Japan and Europe, the economy recovered; with its huge population and size, China was able to rise economically. As a result, the Chinese Communist Party has increased its military spending, focused on military development, and launched all kinds of warships like “dumplings”, which has finally become the backbone of Beijing’s theory of “rising in the east and falling in the west”.
However, at this time, it is better to say “East is up and West is down” than “China is up and West is down”. During the same period, India and Southeast Asia are experiencing rapid economic growth, takeoff and rise, but they are not related to the Chinese camp, but are closer to the Western camp. In this way, how can we say that “East is rising and West is falling”?
In fact, even if we say “rising in the middle and falling in the west”, it is not true. Because China’s economic output is still lower than that of the United States, and despite the trend of surpassing it, China’s scientific and technological strength is far from the United States’ rival. This is evident in the development of vaccines alone: China was the first to develop a vaccine for the plague outbreak, but today it is the U.S. vaccine that is significantly ahead and is recognized and trusted by the world; the Chinese vaccine is not recognized and trusted by the world, and even the Chinese people themselves do not recognize or trust the Chinese vaccine.
As for the military, aerospace, and geopolitical fields, China is not only significantly behind the United States, but has no hope of surpassing it. In today’s world, the U.S. has many allies and allies, and has the trust and cooperation of most countries; China is in an unprecedented isolated situation, with enemies on all sides. In such a situation, to talk about “rising in the east and falling in the west” (or “rising in the middle and falling in the west”) is a laughing matter!
In the end, Beijing’s so-called “East is rising and West is falling” theory is a pseudo-proposition and a false proposition, self-deceiving and self-indulgent. At the same time, it is also a political proposition of the Xi administration, mainly out of the need to continue brainwashing, dumbing down and enslaving the Chinese people, so that they will remain in place, sit and watch the sky, and be confused by the “institutional advantages” and “institutional confidence”. Finally, it is also Xi Jinping’s personal need to use this “political achievement” to build momentum for his own re-election at the 20th Communist Party Congress next year.
