Beijing officials to take over Hong Kong’s cultural central enterprises, social and educational sectors will be the next target

A ministerial official of the Chinese Ministry of Finance and two other Beijing officials have allegedly “parachuted” into Hong Kong to become directors of the central enterprise Bauhinia Hong Kong Group. Some scholars disclosed that the future of Hong Kong’s associations and education sector will be controlled by Beijing officials one after another, in order to ensure the “long-term stability” of Hong Kong society.

According to Hong Kong “Ming Pao” reported this Monday (May 10), the central government intends to set up a cultural central enterprise in Hong Kong and then reveal the end, earlier into the Phoenix TV Bauhinia Culture (Hong Kong) Group Limited, recently appeared personnel changes. According to the report, the two directors of Bauhinia Hong Kong, Fu Weizhong and Li Jiping, the top executives of United Publishing Group, who were added in February this year, have left the company and have been replaced by three mainlanders, Sun Guangqi, Gong Rui and Wang Kai, as directors; among them, Sun Guangqi has the same name as the director of the Department of Economic Construction of the Ministry of Finance of China, and the name and title of the director have been removed from the website of the Department of Economic Construction of the Ministry of Finance recently.

In this regard, Chinese independent media person Huang Yongqiang said in an interview with this station on the same day, the central enterprise Bauhinia Culture (Hong Kong) Group not long ago acquired Liu Changle’s 21% stake in Hong Kong’s Phoenix Satellite Television, held by the Chinese Ministry of Finance, and recently rumored that Sun Guangqi, director of the Department of Economic Construction of the Ministry of Finance, as a director of Bauhinia Culture Group, the rapid turnover of its top personnel is shocking. He said.

“There has been another major personnel change at Bauhinia Hong Kong. Three residents of mainland China are on the board of directors, one of whom is highly suspected to be a secretary-level official of the Chinese Ministry of Finance. This shows that the cultural control of the mainland authorities over the Hong Kong side has been further strengthened.”

Controlling the dominant discourse in Hong Kong’s cultural sphere

In the wake of the 2019 anti-revision fiasco in Hong Kong, Beijing realized that controlling public opinion in Hong Kong was tantamount to controlling the discourse in Hong Kong, said Huang Yongqiang.

“When the Chinese Communist Party first established power and subsequently maintained it, it relied mainly on the “two sticks”, i.e., the gun and the pen. That is why the central government insisted on sending a military garrison to Hong Kong and recently took full control of the Hong Kong police force. Not only that, they also spared no effort in the field of pen-power, such as culture and propaganda, and the control of many newspapers in Hong Kong actually began to layout very early.”

According to reports, after Liu Changle sold his stake in Phoenix TV, on April 20, the board of directors of the central enterprise Zijing Culture Group changed, with Sun Guangqi, Gong Rui and Wang Kai as successors. Sun Guangqi, 58, matches the profile of Sun Guangqi, director of the Department of Economic Construction at China’s Ministry of Finance.

According to independent Chinese media personality Gao Yu, the move of Beijing officials south to Hong Kong to take charge of the cultural sector shows that the authorities’ restrictions on public opinion and media in Hong Kong are only getting tougher. She said.

“The economic bureaucratic control (of cultural central enterprises) is the control of the Central Propaganda Department, and the economic bureaucratic entry into Hong Kong (another reason) is I think China’s finances are more short of money right now, so things like taking back (Phoenix TV) shares and so on are similar to situations like the domestic Ant Group (being fined).”

The future of Hong Kong in many areas are controlled by Beijing officials

According to informed scholars, not only the cultural field of Hong Kong, the future of Hong Kong’s education sector, social groups, etc. will be managed by Beijing officials, including the content of Hong Kong students’ textbooks, registered associations must love the party and patriotism, etc.

Gao Yu thinks the above situation is not surprising: “Of course it is possible, now (Hong Kong) is the territory of others, what enterprises are acquired, it is not good to build party branches in the future, even textbooks are to be unified, you grow up to instill false information to him, grow up to be the Red Guards.”

Public information shows that the Bauhinia Cultural Group was incorporated in Hong Kong in 2019 and is 100% controlled by the Chinese Ministry of Finance.
