Recently, the Beijing Municipal No. 1 Intermediate Court published an executive ruling on the case of Dai Zisheng, the former president of the Beijing Youth Daily, showing that Dai Zisheng’s bribery case was decided last year and his bank deposit of 16.338 million RMB was frozen. However, the ruling does not explain Dai Zichen’s sentence. There are rumors that the court made a first instance verdict on the Dai Zichen case when Zhang Yanping, the former president of Beijing Youth Daily, was investigated, saying that Dai Zichen was sentenced to eight years in prison in the first instance, but this has not been officially confirmed.

Sohu News reported on May 10 that on May 7, the Beijing Municipal No. 1 Intermediate Court published a suspected execution ruling on the case of Dai Zicheng, the former president of Xinjing News, indicating that Dai Zicheng had committed the crime of accepting bribes, and that the court’s criminal verdict (2020) No. 45 of the Beijing 01 Criminal Court had taken legal effect.

The execution ruling was issued on Feb. 22, 2021, which states that, according to relevant laws, the bank deposit of the executee Dai Zigian will be frozen and withheld for 16,338,354 yuan; if the above measures are still insufficient to fulfill the obligations determined by legal documents, the property of the executee Dai Zigian will be seized, seized, frozen, auctioned and sold.

The above-mentioned execution ruling shows that the bribery case of Dai Zizhang has been decided last year, but the verdict is not known to the outside world, and the sentence of Dai Zizhang is also not known. According to public information, Dai Zigian, 59, a native of Ninghai, Zhejiang province, had a long career in the Communist Party’s propaganda system, working for the Guangming Daily and the Xinjing News Agency, before moving on to become deputy secretary of the party committee, vice chairman and general manager of Beijing Cultural Investment Development Group Co.

Dai Zigang was also one of the founders of the New Beijing News. Xinjing Daily, a cross-regional joint venture between Guangming Daily and the official Southern Metropolis Daily, is also known as an outspoken media outlet, and has been repeatedly purged for its critical reporting since its inception.

According to Ming Pao, Dai Zichen is well liked in the industry and has a good reputation. During his tenure as president, Xinjing Daily was known as an outspoken media outlet, and was praised for repeatedly resisting official pressure to publish monitoring reports, but was considered an outlier by the Communist Party’s propaganda and control authorities.

In 2013, when the “Nan Zhou incident” occurred, Xinjing News defied the official media’s request to republish the report. The Global Times editorial on the Nan Zhou incident was not published. However, the newspaper failed to resist the order.

In addition, before and after Anbang was investigated, Xinjing News published a large report defending Wu Xiaohui, the former chairman and general manager of Anbang Group, who was caught in the whirlwind of public opinion, and was seen as standing up for Anbang. in May 2018, Wu Xiaohui was sentenced to 18 years in prison and fined 10.5 billion RMB for several crimes of capital raising fraud and embezzlement.

In June 2019, the Beijing Municipal Commission for Discipline Inspection and Supervision released news that Dai Zigang was allegedly suspected of serious disciplinary violations and was under disciplinary review and supervisory investigation.In March 2020, Dai Zigang was double-opened, and the official notification criticized him for violating the rules by organizing and participating in banquets and high-spending entertainment activities paid with public funds; and also using the convenience of his authority to gain benefits for others and receive property, which amounted to a particularly large amount; and the notification “in the party’s propaganda work, incorrectly perform their duties, causing adverse effects”, triggering speculation. 2020 April, Dai Zigang was indicted.

In March this year, the former party secretary and president of Beijing Youth Daily, Zhang Yanping, was investigated for alleged serious disciplinary violations. He is also the second senior member of Beijing’s media industry to fall in recent years, following Dai Zisheng. Officials did not explain what problems Zhang Yanping fell for, and he had been retired for nearly three years when his accident occurred.
