Officials of the Communist Party of China (CPC) disclosed the details of bribery of Jiang Fangzheng, former director and deputy general manager of China Railway Wuhan Bureau Group Co. Jiang Fangzheng took $32 million in bribes, part of which was used to buy stores and properties for his mistress, pay for his illegitimate son’s kindergarten tuition and go out for fun.
According to the indictment of Jiang Fangzheng’s bribery case, from February 2002 to November 2018, Jiang Fangzheng used the convenience of his position to seek benefits for 14 units and four people in the areas of project undertaking, project acceptance and fund allocation, and solicited and illegally accepted property from others, alone or with his mistress Yang Moumou (another case), for a total of about 32.8 million yuan, of which about 26.72 million yuan of the property was solicited, accounting for more than 80% of the total bribes.
According to the indictment, Jiang Fangzheng loves to collect cultural relics and antiques, and has asked businessmen to spend millions of yuan to “buy” for him. Another bribery proceeds were used to buy stores, houses, renovations and pay kindergarten tuition for his mistress’ illegitimate children.
According to public information, Jiang Fangzheng, born in July 1961, is a native of Peng’an, Sichuan. Jiang Fangzheng was the head of the Wuhan Railway Passenger Dedicated Line Dynamic Vehicle Overhaul Base Preparation Group and deputy director of Wuhan Railway Bureau, deputy director and party committee member of Wuhan Railway Bureau, director and deputy general manager of China Railway Wuhan Bureau Group Co.
In May 2019, Jiang Fangzheng was double-opened. Jiang Fangzheng was accused of providing false information in an attempt to conceal the fact of bribery during the inspection and confronting the review; illegally setting up a private club, illegally using public vehicles, illegally organizing his daughter’s marriage and using the opportunity to enrich himself, accepting banquets and entertainment activities from business-related enterprises, and illegally asking business-related enterprises to pay for the unit’s related activities.
The report also mentioned that Jiang Fangzheng did not truthfully report his personal divorce matters, fabricated reasons to miss the meeting to give feedback on the inspection, accompanied his mistress and illegitimate children to go out for fun, ran for officials, used his authority to illegally transfer his relatives who were ordinary businessmen to China Railway Wuhan Bureau Group Company Limited according to their cadre status; borrowed vehicles from business-related enterprises for a long time for his mistress and relatives to use; had and maintained improper sexual relations with others for a long time; used his position to facilitate The company is suspected of accepting bribes by using the convenience of his position to seek benefits for others and soliciting and illegally accepting property from others alone or in collaboration with his mistress, which is a particularly large amount.
According to the indictment, Jiang Fangzheng’s bribery proceeds were used to pay for the expenses of his mistress and illegitimate children.
For example, Jiang Fangzheng helped a Beijing technology company to undertake projects and businesses, and solicited and illegally received 6.3356 million yuan from Liu Moumou, the actual controller of the company. Of this amount, 3.1 million yuan was used to purchase a store for his mistress Yang Moumou, and 1 million yuan was used to pay for housing rent, kindergarten tuition and a trip to Dubai for Yang Moumou and her son born to Jiang Fangzheng while they lived in Beijing. Another 2 million yuan was demanded by Jiang Fangzheng, together with Yang, from Liu on the grounds that Yang needed to go through immigration.
From 2010-2017, Jiang Fangzheng also solicited and illegally received 3,845,600 yuan from Wuhan a high speed railway technology development company and Wuhan a material trading company’s de facto controller Li Mouping, of which 3 million yuan was used to purchase a house for Yang and 130,000 yuan was used to purchase a whole cabinet for a new house.
From 2014-2017, Jiang Fangzheng illegally received a total of about 8,722,200 yuan in property from Luo Moumou, the legal representative of Wuhan a technology company, of which 1.1 million yuan was used to pay for the renovation of a house in the name of his mistress Yang Moumou and the rent of an underground parking space.
The company has also asked businessman Luo Moumou to pay for his “literary hobby”. The company’s main business is to provide a wide range of products and services to the public. The “cultural and entertainment club” was renovated and rented for a total of 1,682,900 yuan.
From June 2015 to August 2018, Jiang Fangzheng repeatedly asked Luomoumou for a total of 3.05 million yuan to purchase cultural relics and antiques for himself. Between May 2017 and November 2018, Luo Moumou renovated the above-mentioned properties at Jiang Fangzheng’s request for his free use until the crime. It was identified that the above-mentioned house should receive a total of about 918,600 yuan in rent and property fees during Jiang Fangzheng’s use.
China’s public court website shows that in September 2019 and July 2020, the Wuhan Intermediate Court held two sessions to hear Jiang Fangzheng’s bribery case. However, as of now, Jiang Fangzheng’s specific sentence has not been publicly released.
