A citizen in Shanxi was robbed of 23 gold bars by the Chinese Communist police in a set-up, and has been trying to recover them for more than 20 years without success. The person concerned has now filed for state compensation. The incident happened in 1998, when Jiang Zemin, who advocates “making a fortune by muffled voices,” was in power.
According to mainland media reports, Zhang, a citizen of Yuncheng City, Shanxi Province, recently went to the Yanhu Branch of the city’s Public Security Bureau again to ask for compensation for the 1253.9 grams of gold he legally held, which had been illegally seized by the police officers handling the case, and why the gold should have been returned to him has not been returned, and has been delayed for more than 20 years.

Set up by the police?
The report introduced the original story, in 1998, 35-year-old Zhang is operating a tire store in Yuncheng, through self-learning research, he also mastered the entry-level smelting technology, and will buy gold jewelry melted into 23 gold bars, a total of 1253.9 grams. This at that time can be called a considerable fortune. He never thought that an unwarranted disaster, but also because of this batch of gold planted the root of the disaster.
According to the old Zhang recalls, in July of that year, a southern accent to his store, proposed to see the purity of gold, before, he had repeatedly door to door to propose the acquisition of gold requests, were refused. This time the old Zhang still has no intention of selling the gold, but he is not sure about the purity of the gold he holds, and does intend to let the other party identify it. This thought led him to fall into a terrible bureau. Old Mr. and Mrs. Zhang took 23 bars of gold to a guest house in Yuncheng and met with the southerners as promised, however, they entered the room and before they could say hello, they were controlled by a group of big men who barged in. One of them said he was a police officer from the Public Security Bureau, and after searching his body and bag, he found the gold and took the couple to Yanhu Public Security Bureau, where two police officers gave them a white slip for the seizure of the gold, which only had the signature of the police officer on the case, without an official seal. Old Zhang’s wife was released first and went home to prepare a fine of 20,000 yuan. After a bargain brokered by an acquaintance, Old Zhang regained his freedom the next morning after paying a fine of 8,000 yuan, however, his gold was not returned.
The police officer in charge of the case was disciplined, the gold sank like a stone
After being released from the Salt Lake Public Security Bureau Interpol team, the more Zhang thought about it, the more wrong it was. He suspected that he had been “fishing”. Because only the couple was caught, many times the initiative to send invitations to the southerners were not caught. What depresses him even more is that he has not been told by anyone at the Salt Lake Public Security Bureau what laws he is suspected of having broken and why he was arrested. The police officer in charge of the case handcuffed him to the radiator for one night, and did not release him until his wife paid the fine the next day.
“If I broke the law, I should be told what law I broke, right, fined eight thousand dollars and that’s it? If I didn’t break the law, why should I be fined? Why should my legally held gold be illegally seized and why has it never been returned nor given me an explanation?” With such questions, Zhang spent nearly 10 years looking for the Salt Lake Public Security Bureau, as well as the higher public security organs to ask for an explanation, but no one told him what crime he was suspected of committing. The old Zhang thus repeatedly petitioned. “Then the Salt Lake Public Security Bureau gave me a refund of 4,000 yuan for the fine, but made me type a receipt for 5,000 yuan, saying that 1,000 yuan was for the case!” Old Zhang said that things were almost coming to an end, and he had no place to speak with reason. A few years later, when the Yuncheng Public Security Bureau received a visit, Zhang once again reported the situation, a deputy director of the Salt Lake Public Security Bureau let him write a pledge never to petition, and gave him a refund of 3,000 yuan in fines.
According to Lao Zhang’s recollection, after receiving the report, the staff of the discipline inspection department of Yuncheng conducted an investigation and informed him that the police officers responsible for the illegal seizure of gold had been subject to relevant disciplinary action. Old Zhang was not satisfied with the result, he said he had no intention of asking anyone to be disciplined, he just wanted his gold back.
Since the fine was refunded and no charges were brought against him, and the police officers responsible were disciplined, Zhang thought there was no reason why the gold should not be returned to its rightful owner, but it turned out he was too optimistic. The leaders of the Salt Lake Public Security Bureau dealing with the case told him to go home and wait for news, and so on and so forth until 2021, the gold still has no following.
The parties have applied for state compensation
More than 20 years have passed since the gold was detained, and Zhang is nearly 60 years old. He has been petitioning for years, and has been going to the Salt Lake Public Security Bureau one at a time to find the police to recover the gold, leaving him exhausted. Although Zhang never gave up his efforts to get the gold back, but really do not know where the hope is.
On April 24, the reporter dialed the phone number of Zhang Chi, the head of the discipline inspection team in Salt Lake Public Security Bureau, Zhang Chi said that the case has been handled by the higher authorities, the relevant police officers have indeed received disciplinary action, when the reporter asked about the return of gold, he did not say.
The interesting thing is, where did the seized gold go? Zhang got the information from the Salt Lake Public Security Bureau police: the seized gold was later sold to the bank, the proceeds were not accounted for, but to the Interpol team to buy a car.
