Set up by the police?

The police officer in charge of the case was disciplined, the gold sank like a stone

After being released from the Salt Lake Public Security Bureau Interpol team, the more Zhang thought about it, the more wrong it was. He suspected that he had been “fishing”. What depresses him even more is that he has not been told by anyone at the Salt Lake Public Security Bureau what laws he is suspected of having broken and why he was arrested. Why should my legally held gold be illegally seized and why has it never been returned nor given me an explanation?” With such questions, Zhang spent nearly 10 years looking for the Salt Lake Public Security Bureau, as well as the higher public security organs to ask for an explanation, but no one told him what crime he was suspected of committing. The old Zhang thus repeatedly petitioned. “Then the Salt Lake Public Security Bureau gave me a refund of 4,000 yuan for the fine, but made me type a receipt for 5,000 yuan, saying that 1,000 yuan was for the case!” Old Zhang said that things were almost coming to an end, and he had no place to speak with reason. Since the fine was refunded and no charges were brought against him, and the police officers responsible were disciplined, Zhang thought there was no reason why the gold should not be returned to its rightful owner, but it turned out he was too optimistic. The leaders of the Salt Lake Public Security Bureau dealing with the case told him to go home and wait for news, and so on and so forth until 2021, the gold still has no following.

The parties have applied for state compensation

More than 20 years have passed since the gold was detained, and Zhang is nearly 60 years old. He has been petitioning for years, and has been going to the Salt Lake Public Security Bureau one at a time to find the police to recover the gold, leaving him exhausted.
