China’s Ministry of State Security (MSS) announced on April 26 the “Regulations on Counterintelligence Security Precautions,” which took effect immediately from the date of publication. This new anti-spy regulation shows Xi’s intention to bring the whole society under tighter control.
According to the Chinese Communist Party media People’s Daily, the official in charge of China’s Ministry of State Security was quoted as saying that the Anti-Spy Security Regulations are a reflection of Xi Jinping’s thought on the rule of law…. The official also said that the next step will be for the state security organs to better “organize and mobilize the forces of the whole society” to prevent espionage and other acts that endanger national security.
The new anti-spy rules, which came into effect yesterday, 26, apparently have a universal anti-spy quality: all organs, groups, enterprises, institutions and other social organizations must carry out anti-spy work under the guidance of China’s state security organs.

For example, Article 22 of the new anti-spying regulations provides that state security authorities may question personnel of organs, organizations, enterprises and institutions, and other social organizations, access information, and examine electronic communication tools, equipment, and facilities; and may use special equipment to conduct technical tests, including “remote” technical tests.
