Many commentators argued that Xi’s original video address was too soft to inspire the spirit of the Chinese people and did not lift their spirits. After the revision, the tone is stronger, especially against the United States, which is good for boosting morale. I think this reason is tenable, but another reason may be that the CPSC feels that the words are too white and need to be more theoretical, philosophical and profound.

On April 22, Fox News host Bill Hemmer interviewed former U.S. Secretary of State Mike Pompeo and asked him a question about Xi Jinping’s speech at the conference, asking him if he “didn’t understand what it meant. He also read Xi’s words to Pompeo: “Protecting the ecological environment is to protect productivity, and improving the ecological environment is to develop productivity, that’s the simple truth.”

He asked Pompeo, “Do you know what that means?” What exactly is Xi Jinping talking about?

Pompeo said, “Bill, I don’t know what it means either.” Then the two men laughed.

There are two kinds of logic in this world, one is called “logic” and the other is called “Chinese Communist logic”. The above story is a footnote, anyway, generally speaking, the Chinese Communist Party leaders and the Chinese Communist Party official media say a lot of things that people do not understand, not only foreigners do not understand, the Chinese people also do not understand.

Xi Jinping’s words, in fact, the Chinese do not understand either, but the Chinese do not need to understand, the Chinese only need to know one thing, that is, Xi Jinping attaches great importance to ecological and environmental issues, not only to protect the environment, but also to improve the environment. For CCP officials, this means that in the future, the assessment of political performance will include the ecological environment, so everyone has to deal with it carefully. As for the logical relationship between the environment and productivity, don’t bother to look into it. Once you look into it, the place where China’s productivity is most developed will become Tibet, and it will be insisted that it is a “simple truth”, and it will be difficult for officials at all levels to figure it out even if they think about it.

This kind of winding, Pompeo and Fox hosts, as well as the general Chinese how possible to understand it. Although he couldn’t understand it, Pompeo still had an explanation, saying, “Whatever is going on in his [Xi Jinping’s] head, it’s that in the U.S.-China engagement, he wants to expand the power of the Communist Party of China to hurt the United States and to claim hegemony around the world.”

Pompeo also noted that Xi “is not here for the climate agreement, he’s not here for the interests of the United States, he’s not here for the interests of the Chinese people, [the CCP] is a dictatorial, Marxist-Leninist regime that aims to replace the United States as the world’s superpower.”

Hemmer also cited President Biden’s latest tweet, in which Biden wrote, “The United States is back, rejoining the Paris agreement and working with the world on the climate crisis.” Hemmer asked Pompeo, “Do you think the climate issue is urgent?”

Pompeo replied, “Everyone wants pure air and safe, clean water, but it would be a huge mistake to put the climate issue ahead of the range of threats facing the United States.”

He cited the huge threat posed to the United States by the Chinese Communist Party, which is militarily imposing itself and destroying U.S. infrastructure, as examples of issues far more serious than “climate change. The issue of refugees on the U.S. southern border is much more pressing than climate change.

Pompeo also said during his visit the day before that he believed the Chinese Communist Party would never seriously intend to fulfill any of the commitments made at the climate summit. He said based on his own past experience, the CCP will never be willing to fulfill any of the commitments made at the summit and that the CCP’s actions must be continually watched.

“I predict that the Chinese Communist Party will repeat the same old story, which is to offer a series of promises that they never intend to keep.” Pompeo said, “They have broken more promises over the years, including a promise to President Obama that they would not militarize the South China Sea.”

Pompeo also reminded the Biden administration that it must “practice what it preaches” in the face of the Chinese Communist Party in order to maintain U.S. deterrence. “Appeasement only brings war, and strength comes from having the ability to deter, because countries understand that when (U.S.) leaders speak, they will do what they say.”

Pompeo is one of the few U.S. officials who has an understanding of a communist culture like the Chinese Communist Party, which is rare enough.

The Chinese Communist Party says one thing and does another, is duplicitous and subversive, and there are many ways to play this trick, and it has played the Americans into the ground many times and suffered many losses. For example, during the Communist civil war, Americans went to Yan’an and saw the CCP’s carefully planned projects, and the Xinhua Daily often published editorials blowing up the United States, American democracy and the American president.

When China had its National Congress meeting after the war in 1946, there were many arguments between the Kuomintang and the Communists, and I remember one of them, how the president should be elected. The Kuomintang suggested that the delegates of the National Assembly should be elected, but the Communists opposed this, using the example of the United States, and insisted on universal suffrage for all. All democratic parties, intellectuals and young people, all supported the CCP’s argument, not to mention the Americans, who simply found a confidant.

There were real benefits to the CCP’s approach. Subsequently, during the mediation of the civil war between the Communist Party of China and the Republic of China, the U.S. Marshall was clearly biased in favor of the CCP, and many officials of the U.S. State Department even openly supported the CCP while denying the then Republican government. The U.S. Congress ended up stopping aid to the Nationalist government for weapons and equipment, including guns and ammunition, on the grounds that it would not intervene in the civil war, rendering the American equipment of the Nationalist army useless for lack of ammunition.

The Americans did not wake up until 1949 and began to resume military aid to the national government, including accessories and ammunition for weapons and equipment. But by the time the first shipment of military aid arrived, it was already June 1949, and the national government had already fled to Guangzhou, essentially the momentum was gone and the situation was completely irretrievable.

In subsequent decades, the CCP continued to play this game. In diplomacy and public propaganda, the CCP basically said all the good things, including friendship and cooperation between the two countries, and so on; but in private, the CCP never relaxed to encroach on the United States, and never gave up the goal of eventually defeating the United States. This goal is present throughout the CCP’s school education and in all political courses. This goal is even more evident in CCP government agencies, especially the doctrine and policy making agencies.

The Americans are not unaware that the CIA’s national public opinion monitoring has never ceased, and more than a decade ago they reported that more than ninety percent of the Chinese Communist military press and media were hostile and malicious in their attitudes and positions when it came to the United States. This has become increasingly serious since the 1990s, and has intensified since the CCP joined the WTO.

But many Americans are not convinced. On the one hand, most Americans are more naive and believe more in the attitudes of the Chinese they see on a daily basis, though of course many Chinese really do not hate Americans; on the other hand, they have their own interests, or rather, it is their own interests that lead to a distorted change in his observations and analysis. It was only in 2009, after the Chinese Communist military had reformulated its interests in the South China Sea, that the United States began to become wary.

What is true is that a decade before 2009, in 1999, the CCP military published the book “Hyper-Limited Warfare”, which was aimed solely at the United States, because this so-called asymmetric warfare approach was not used by the CCP against other small neighboring countries.

The core idea of hyper-limited warfare is to use everything for war, for undermining the other side’s war capability and will to war, which includes economy, technology, culture, diplomacy, etc., but also infiltration and financing of internal insurgency. In fact, in my opinion, over-the-limit warfare is not something invented by the CCP in the 1990s, because the CCP has been using the same methods to subvert regimes and gain complete control for the past 100 years. The book “Hyperbolic Warfare” is not so much the discovery and invention of these methods as it is a great summary of the various methods that the CCP has used over the past hundred years.

The Communists understand human nature, they have studied capitalism for hundreds of years, and they know the weaknesses of the system and the fragility of human nature under this system. The core of the so-called over-the-limit warfare is actually aimed at these weaknesses.

All the methods and means used by the Chinese Communist Party against the United States have been used against the Republic of China 70 years ago. If Americans want to know how the CCP will subvert the United States, all they need to do is study how they seized power in mainland China and understand their various methods.

Only, it is a big project and one that requires a lot of introspection.
