As part of the “comprehensive poverty eradication” campaign promoted by the Chinese Communist Party authorities, Luonan County in Shaanxi Province will be declared out of poverty in February 2020. However, the mainland media recently revealed that poor households still live in dilapidated adobe houses, and the village’s water conservancy facilities are virtually non-existent, with villagers having to fetch water from neighboring provinces or puddles.
Luonan County is located in the remote mountainous area at the southern foot of the Qinling Mountains and was once a national poverty-stricken county. According to the so-called “poverty alleviation” requirements, each village needs to put the incapable of work, no source of livelihood, such as the five guaranteed households for centralized resettlement. However, in the village of Shanghe, Lingkou town, the resettlement site has not been connected to water, life is very inconvenient, the five households have to find their own accommodation, some still live in dilapidated and dangerous adobe houses, and some to borrow elsewhere.
The local villagers disclosed that in order to meet the acceptance inspection of the higher level of poverty alleviation, the repair of these settlements are rushed, the water is not connected, the village cadres are eager to let the five households live together. And once the “success” of poverty alleviation, the living conditions of these five-poor households have long been unattended.

In addition, the local safe drinking water problem has not been solved at all, the villagers have to go to a cistern in Henan Province, more than half an hour away, to get water, filtering impurities with gauze. Converted down, a ton of water to spend fifty to sixty yuan. The villagers of Samsung Village in Lingkou Town also have to fetch water from a small puddle full of debris in the area, or even catch rainwater from a pipe on the eaves of their houses.
As early as 2015, the Chinese Communist Party authorities proposed to “lift all people out of poverty by 2020” and made this a political task, vigorously promoting the results of the so-called “poverty eradication” campaign. In the process, many counties, cities, towns and villages, like Luonan County and its villages and towns, have declared their “success in eradicating poverty” one after another, although the real living conditions of the people have not improved.
The New Beijing News reported on November 20, 2019, that a 40-year-old male villager in Chawei Village, Zhenxiong County, Zhaotong City, Yunnan Province, was studied and decided by the village committee to have an income of nearly $6,000, including income from work, low income security, agricultural subsidies, and demolition subsidies, but in reality the villager “received nothing.” In the end, the villager refused to sign to be “lifted out of poverty” and was informed and criticized by the village committee.
According to outside commentaries, poverty eradication has become a political task for the CCP government at all levels, and an important indicator for the promotion of CCP officials. Therefore, it is not surprising that the phenomenon of forced poverty eradication and falsification of poverty eradication is common everywhere. Moreover, the governments of different regions have not only failed to help the poor, but also put them in a more difficult situation by forcibly creating the illusion of “poverty eradication”.
