Both, apparently, are the result of a visit to Shanghai by Biden’s climate envoy, John Kerry. Kerry’s visit was low-key on both sides, a stark contrast to Biden’s personal friend Todd’s visit to Taiwan. Biden sent two people to the two sides of the Strait at the same time, but the two men had very different missions. Biden hosted the climate summit, that was his campaign boast, is a major highlight of Biden’s administration.
