Communist Party to accept non-Chinese vaccine recipients into China, Hu Xijin’s vaccine comments stir up trouble

The Chinese Communist Party has now begun accepting vaccination records for proposed travelers to China who have received U.S. vaccinations in the United States, and proposed travelers can arrange their travel to China after completing the required number of vaccinations.

The Chinese Embassy in the U.S. issued a notice last Friday (April 16) on the testing requirements for those traveling to China by air after receiving the New Crown vaccine, stating that three inactivated vaccines, Pfizer, Moderna and Johnson & Johnson (J&J), are available in the United States. Those who choose to travel to China will be required to arrange their travel to China after completing the required number of vaccinations.

The notice also states that the Chinese Embassy in the U.S. is currently responsible for reviewing the “double testing” certificates for passengers traveling to China on the Dallas flight. Passengers from Dallas to China who have completed inactivated vaccinations and have tested positive for IgM antibodies against the S protein may still apply for a health code, but when applying for a health code, in addition to the airline ticket or itinerary and the “double test” report, they should also upload the “IgM antibody test against the N protein” and the “Declaration of Vaccination”. However, when applying for a health code, in addition to the airline ticket or itinerary, the “double test” report, the “IgM antibody test for N protein” report, the “Declaration of Vaccination” and the vaccination certificate should be submitted.

On the same day, the Chinese Consulate General in Los Angeles also issued a notice for vaccinated persons departing Los Angeles for China.

The Chinese Embassy and the Los Angeles Consulate General also stated, “If the vaccination status cannot be determined to be true, if the declaration is not true, or if the vaccination voucher or test report is false, the health code will not be issued, and all responsibilities arising therefrom shall be borne by the person concerned.”

Since March 2020, the CCP embassies and consulates in the U.S. first introduced the requirement to fill out a WeChat international health code for returning to China, and then in September upgraded the requirement to add a nucleic acid test for people going to China. In November, the regulations were upgraded again to “double testing”, with IgM antibody testing in addition to nucleic acid testing for those going to China. The road back to China for Chinese citizens stranded overseas can be a long and difficult one.

Reuters said the guidance issued by China means that travel requirements are beginning to be relaxed.

This is a step in the right direction, and it’s very important for business, travel and education to restart international travel as soon as possible,” James Zimmerman, a partner at Bocin Law Firm, told the Washington Post. If certain issues are not resolved soon, U.S. colleges and universities will have another lost year.”

But some Chinese netizens said that even though the Communist Party embassies and consulates in the U.S. accept non-Chinese vaccination records, people traveling to China should still be quarantined. One user said such behavior was “too much” and that “the subtext is still to dislike you and make you leave.”

Another said, “If you still have to be quarantined, you basically have no chance of going home.”

Just as Chinese embassies and consulates in the United States began accepting records of U.S. vaccinations from people who were to travel to China, a farce over U.S. vaccines was staged inside China.

Hu Xijin, editor-in-chief of the official Chinese media Global Times, recently revealed on his microblog that he had received the inactivated vaccine from China National Pharmaceutical Group, but he also said that someone could help him “get the Pfizer vaccination” and that he chose China National Pharmaceutical for insurance purposes. His comments then sparked a discussion among netizens, and Hu Xijin subsequently deleted the tweet.

Some netizens teased that Hu Xijin could climb over the wall and “get it”, so he is very powerful. A microblogger said, “Pfizer vaccine has not yet been listed in the mainland, this is either illegal smuggling, or trafficking in counterfeit drugs, old Hu better give everyone a clear explanation.”

Another netizen said, “Old Hu still trusts Pfizer more in his heart, and he said so to show that he is ‘patriotic’ and this small mind is not well hidden and leaked out.”

The effectiveness of vaccines and the transparency of vaccine information in China, however, is a cause for concern. The Australian Broadcasting Corporation (ABC) has reported that Graeme Smith, a researcher at the Australian National University’s Pacific Affairs Department, said there were “good” reasons to be skeptical of Chinese vaccines because Chinese researchers were under more direct political pressure to produce results.
