On April 15, he was beaten by Feng Zhi, the deputy head of the Beibei District Branch Public Security Detachment, by the neck and forcibly dragged to the Xiema Police Station where he was illegally detained for nine hours. He Chaozheng then published a letter of complaint on the Internet, accusing Feng Zhigang of repeatedly brutalizing citizens with inhumane methods.
Online complaint against the police for illegal behavior
On April 13, He Chaozheng, Liu Daigang, Li Zhongxiu, Zhang Xingfang, Zhou Yongping, Ye Changrong and six others petitioned in Beijing to defend their rights, reflecting on injuries caused by forced expropriation and demolition by the authorities. He Chaozheng was threatened by Wang Xiaobo, secretary of the political and legal committee of Beibei District’s Xiema Street: “Some people don’t run wild!”
The next day, He Chaozheng was intercepted in Beijing by Zeng Deguang, a street official from Xiema, Beibei District. on the morning of April 15, he went to Xiema street to talk to Zeng Deguang, the director of the peace office, and Feng Zhi, the deputy head of the security detachment of Beibei District Branch, also came to the street office and beat him violently before pulling him into a police car and taking him to Xiema police station.
He Chaozheng said to reporters, “Feng Zhi blatantly in the Xie Ma street office, without showing legal procedures to choke me, feet kicked to my body, violence against me. Then I was forcibly dragged to the Sheima police station and illegally detained for nine hours before being released.”
The reporter called the director of the Xiema Street Peace Office Zeng Deguang to verify what happened that day, Zeng Deguang said, “did not see (He Chaozheng was beaten), I only saw him (He Chaozheng) side; which is Feng Zhi? I do not know.”
He has been repeatedly intimidated, suppressed and persecuted by Feng Zhi for defending his rights since 2016, and was inexplicably beaten and detained on April 15, so he went online to sue Feng Zhi for his illegal actions.
Feng Zhi, male, police number 108680, former deputy chief of Shuitu Police Station in Beibei District, Chongqing, is currently the deputy head of the Public Security Detachment of Beibei District Public Security Bureau of Chongqing Municipal Public Security Bureau.

Repressed by police for defending rights
He Chaozheng told the Epoch Times about some of the crackdowns Feng Zhi has inflicted on him over the years. He Chaozheng said, “We responded to the State Council’s policy and call to defend our rights and interests, so what’s the crime?”
Between September 2016 and February 2017, He Chaozheng was brought to the interrogation room of Beibei District Shuitu Police Station three times by Feng Zhi, and was repeatedly threatened, intimidated, beaten, and induced to confess by illegal means, and was not allowed to eat, drink, sleep, and was also handcuffed with ankle chains and handcuffed to the torture chair for more than 30 hours, and instructed the police to drag He Chaozheng to a small dark room to extract a confession under severe torture, which was only unsuccessful after He strongly resisted.
Feng Zhi had to He Chaozheng mad words: “In this police station I am the sky, you are the fish on the chopping board, I am the knife hand to let me slaughter. We have a lot of development zones on this side, with sacks to pull you to the site buried no one knows. I find two people with AIDS to bite you, your life is over. I don’t believe that you people are not convinced, as you can see, I can always call the public security state security to fix you.”
On January 19, 2017, He Chaozheng was detained for seven days by the Xiema police station on the grounds that he was out of Beibei district. on January 25, the detention period expired, Feng Zhi brought a police officer to the detention center, without stating the reason for forcibly pulling his He Chaozheng backhandcuffs to the car, beating him on the way to his head, and stuck his neck. Feng Zhi said, “There is no one here, the whole you shout the sky is useless.”
On February 13 of the same year, He Chaozheng was again detained for another 10 days by the Xie Ma police station on the grounds of leaving Beibei. At that time Feng Zhi in the Xie Ma case hall in the presence of a number of police officers and police station chief Liu Jun, beat him in public, tore his pants, and then wild words: “You complain about me on the Internet and the Procuratorate, still did not do anything to me, I have to be promoted.”
He Chaozheng stressed, “Feng Zhi, as a police officer, what he did, all kinds of atrocities, seriously hit and insulted our personality and dignity, causing serious harm and shadow to us both mentally and psychologically, and indirectly physically. Such a person is still worthy of being a police officer of the people?”
The reporter called Feng Zhi cell phone to verify the situation, the electricity connected he said, “You come to me well, live interview.” Then hang up the phone.
