Recently, a Hunan official’s rape case is awaiting a second trial verdict. The young official was accused of raping a returnee businesswoman in public. However, the court held in the first trial that the official did not turn on the lights in the box when he committed the rape, and did not meet the condition of “in public” and did not increase the penalty.
After losing his freedom for more than a year, Chu Tingzheng, 33, the former secretary of the youth league committee in Chenzhou City, Hunan Province, is still awaiting a verdict on his fate, according to land media. He is accused of trying to rape Ms. Yang, a returnee businesswoman who was seated with him, during a dinner party on the night of March 31, 2020.
Ms. Yang, who comes from a wealthy mining family, was invited to a dinner party for Chu Tingzheng on the night of the incident, attended by 10 men and three women, many of whom were local disciplinary system officials.
Ms. Yang complained that during the dinner, she went to the pantry in the box to take a break, was dragged into the next box by Chu man, pressed on the sand and molested, she strongly resisted the beast and shouted for help, and was forced to pull down his pants, a man who participated in the dinner came to check, but Chu man shouted to him “leave it”, the man then walked away.
However, the man ignored Yang’s cries and continued to lie on top of her and raped her. After that, Yang’s companion rushed over and let him get up and leave. The next day, Ms. Yang reported to the local discipline unit, but did not give a timely response, and then to a number of units to report, or unsuccessful.
So Ms. Yang made a complaint on the Internet, which immediately triggered a public opinion on the Internet, and the relevant units intervened in the investigation.
On December 1 of the same year, Chenzhou Yizhang County Court ruled at first instance that Chu Tingzheng was guilty of rape and was sentenced to three years in prison. However, Chu Tingzheng appealed against the verdict.
On March 3, 2021, the second trial was held at the Chenzhou Intermediate Court in Hunan Province. The trial began at 9 a.m. and ended at 4 p.m. The verdict will be delivered at a later date.
People close to the case told Lu Media that during the first trial, Ms. Yang and her agent had suggested that Chu Tingzheng was raping a woman in public and that the penalty should be increased. But the court of first instance held that the place where Chu committed the crime against Ms. Yang was in an unoccupied box with no lights on, which did not meet the condition of “in public” and therefore did not increase the penalty.
The Economic Observer reports that Chu Tingzheng, born in November 1987, is a native of Chenzhou, Hunan province, and graduated from Wuhan University of Technology with a master’s degree in law. The source said Chu worked briefly at the Chenzhou Beihu District Procuratorate and was also the secretary of the then secretary of the Chenzhou Beihu District Party Committee, so he was once seen as a “hopeful” in Chenzhou’s officialdom.
One netizen left a message: “The Communist Youth League is the successor of the Party, and the successor of the Party is a rapist!” “And his group of dinner or discipline inspection officials, the same goods.”

The incident began
In May 2018, Chu Tingzheng was appointed secretary of the league committee of Beihu District. Beihu District is the seat of Chenzhou City Government and belongs to the central city of Chenzhou; on Nov. 7, 2019, Chu Tingzheng met Ms. Yang and added her as a WeChat friend during an event organized by the Beihu District Youth League Committee.
People who know Ms. Yang’s family situation said that Ms. Yang was born in 1992 and is also a Chenzhou native. Her father was a successful businessman in the mining industry for many years, and Yang previously studied in the U.S. and received a bachelor’s and master’s degree. 2017, she returned to China to start her own business, and is currently a member of the CPPCC in Beihu District, and has taken up the position of chairman and general manager of several new energy companies in her family.
In January 2020, Chu Tingzheng invited Ms. Yang to a dinner party. On March 31, at the invitation of Chu Tingzheng, Ms. Yang once again attended a dinner party initiated by Chu. This time, Chu’s wife did not attend the dinner, and Ms. Yang brought her classmate Ms. Deng with her.
The next day, Ms. Yang reported Chu Tingzheng’s rape to Liang Yanyu, the deputy secretary of the Chenzhou Municipal Committee, via WeChat. On April 2 of the same year, Ms. Yang also sent reporting materials to the Hunan Provincial Committee, the Provincial Commission for Discipline Inspection, the Organization Department of the Provincial Party Committee, as well as Chenzhou City and Beihu District.
On or about April 5 of the same year, a “Report Letter on the Alleged Rape of Young Female Entrepreneurs by Chu Tingzheng” written in Ms. Yang’s tone began circulating on social networks. In the report letter, Ms. Yang attached a photo of her leg injury and a screenshot of a conversation in WeChat in which Chu Tingzheng apologized to her.
The CPC Beihu District Discipline Inspection Commission informed on April 7 of the same year claiming that Chu Tingzheng was removed from his position in the CPC and removed from other positions in accordance with the procedures due to his irregular acceptance of food and drinks. Suspected of molesting others in violation of the law, Chenzhou City Public Security Bureau Beihu Branch has accepted the case and is investigating.
