On April 9, Liu Xinyun, vice governor of Shanxi Province and head of the provincial public security department, was notified of an investigation.
The official website of the CPC Central Commission for Discipline Inspection (CCDI) announced on April 9 that Liu Xinyun, vice governor of Shanxi Province and head of the provincial public security department, is suspected of serious disciplinary violations and is currently under disciplinary review and supervisory investigation by the CCDI State Supervision Commission.
Earlier, on April 7, the “Rule of Law Daily”, an organ of the CPC Central Committee of Political and Legal Affairs, reported that the third central supervisory group of the CPC’s national political and legal team education and rectification was stationed in Shanxi; the supervisory group was stationed in Shanxi to supervise and mobilize the deployment of the second link was recently held in Taiyuan, and Liu Xinyun also attended the meeting.
In the past year, the Chinese Communist Party’s political and legal system has been under constant purge. In June, August and October of last year, Deng Zuling, vice mayor and public security chief of Chongqing, Gong Daoan, vice mayor and public security chief of Shanghai, and Wang Like, a member of the Standing Committee of the Jiangsu Provincial Party Committee and secretary of the Political and Legal Affairs Committee, fell one after another.
According to public information, Liu Xinyun, 59, is a native of Zibo, Shandong Province, studied at the Shandong Provincial Public Security School and worked in the Shandong public security system for many years, serving as a clerk in the second division of the Public Security Bureau of Zibo City, Shandong Province, a police officer in the Xiguan police station of the Zichuan Branch, deputy chief of the motor team of the Criminal Police Brigade of the Zibo City Public Security Bureau, deputy section-level detective of the Criminal Police Brigade of the Zibo City Public Security Bureau, chief of the Zichuan Brigade of the Zibo City Public Security Police Detachment, and chief of the Zibo City Public Security Police Detachment. Zibo City Public Security Traffic Police Detachment Zhangdian Brigade, Zibo City Public Security Traffic Police Detachment Deputy Branch Chief, Zhangdian Branch Director, Zibo City Public Security Bureau Deputy Director, and also served as the political commissar of the police patrol detachment (positive county level).
From March 1999, Liu Xinyun served as Deputy Director and Deputy Secretary of the Party Committee of the Public Security Bureau of Zibo City, Shandong Province, and Political Commissar of the Patrol Police Detachment; from April 2001 to December 2002, he also served in the aforementioned position, while concurrently serving as Deputy Director of the 610 Office of Zibo City (an illegal agency specializing in persecuting Falun Gong); from December 2002 to December 2003, he served as Political Commissar and Deputy Secretary of the Party Committee of the Public Security Bureau of Zibo City, Shandong Province, and Deputy Director of the 610 Office of the Municipal Party Committee.
From December 2003, Liu Xinyun was a political commissar and deputy secretary of the Party Committee of the Public Security Bureau of Zibo City, Shandong Province; a deputy municipal cadre, assistant to the mayor, director and party secretary of the Municipal Public Security Bureau of Heze City; deputy mayor and director and party secretary of the Municipal Public Security Bureau of Heze City; and from December 2011, he was transferred to a deputy municipal cadre, director and party secretary of the Municipal Public Security Bureau of Jinan City, Shandong Province, and from July 2012, he was also the inspector general of the Jinan Municipal Public Security Bureau.
From December 2014 to January 2018, Liu Xinyun was transferred to the position of Director of the Network Security Protection Bureau of the Ministry of Public Security and Director of the National Information Communication Center for Network and Information Security; from January 2018 to the present, he has served as Vice Governor of Shanxi Province, member of the Party Group of the provincial government, and Director and Secretary of the Party Committee of the Provincial Public Security Department.
Those who were persecuted to death include Su Gang (male, 32), a computer engineer at the Qilu Petrochemical Company in Zibo, Shandong Province; Zhang Guohua (24), who was illegally imprisoned at the Qiugu Labor Camp in Zibo City; Xiao Pifeng (male, 52), a native of Xidongyu Village in Ezhuang Township, Zichuan District, Zibo City; Wei Aqin (58), who lived on Zhanlidong Street in Zibo City and died of injustice in May 2004; and Wang Xinbo (male, 48), an employee of the Tobacco Company in Zhangdian District, Zibo City. Wang Xinbo (male, 48 years old, passed away just ten days after being released from prison), Li Tingpeng (50 years old), an employee of Zibo Qilu Petrochemical Company, Wang Mingyun (female, 52 years old, just over 80 days after being released from prison), an employee of the monitoring brigade of Dongsin Oil Production Plant of Shengli Oilfield, Zou Songtao (28 years old, male), a master’s student in marine biology at Qingdao Ocean University, and Zhang Lin (female, 53 years old), a Falun Gong practitioner living in the cultural district of Zhaoyuan City, who was killed by the Wangcun Labor Camp in Zibo City. , 53 years old).
During Liu Xinyun’s tenure as director and party secretary of the Heze City Public Security Bureau in Shandong Province, according to incomplete statistics, at least one person in Heze City was persecuted to death, two people disappeared, 36 people were illegally sentenced, and 26 people were illegally reeducated through labor.
Dou Suli, a Falun Gong practitioner at a cotton factory in Yancheng County, Heze City, suffered persecution and harassment and died unjustly on May 25, 2007. Li Chuanyu (40 years old) was kidnapped in 2006 and his life and death were unknown for many years. Chen An’ai (58 years old), a Falun Gong practitioner from Chenliang Village, Chenliang Brigade, Zuoying Township, Yancheng County, Heze City, Shandong Province, was reeducated through labor for three years in 2009 and tortured into a vegetative state, and his daughter was not heard from after her release.
During Liu Xinyun’s tenure as the director and party secretary of the Public Security Bureau in Jinan, Shandong Province (December 2011 to December 2014), eight Falun Gong practitioners were kidnapped and illegally sentenced at the same time, namely, eight Falun Gong practitioners in Jinan, including Du Zezhou, Sun Yuzhi, Sun Malqing, and Wang Hongfeng (72 years old), were kidnapped at the same time on August 14 and 15, 2014, and were illegally sentenced to 1-7 years in prison shortly afterwards; Jinan Falun Gong practitioner Li Jianmei (female, born in 1959) was abducted again on April 14, 2014, after experiencing three illegal reeducation-through-labor for various kinds of torture, and was later sentenced to 9 years in vain; Li Jian, a one-armed youth and a native of Huangshiliang Village, Caofan Town, Zhangqiu City, Jinan City, Shandong Province, was illegally reeducated through labor for one and a half years and tortured.
In January 2018 Liu Xinyun was transferred to the position of Vice Governor of Shanxi Province, Director of the Provincial Public Security Department, and Secretary of the Party Committee. During this period, Liu Xinyun headed the Department of Public Security and was in charge of the Department of State Security and the Department of Justice.
According to incomplete statistics from Minghui.com, at least 101 people were kidnapped and raided, 42 people were illegally detained, 31 people were illegally sentenced, 51 people were harassed, 3 people were forcibly brainwashed, 2 people were forcibly displaced, 2 people were persecuted to death, and more than 50 people are still illegally imprisoned facing illegal sentences in Shanxi Province from Liu Xinyun’s tenure in January 2018 until December 31, 2019.
In addition, the report also said that Liu Xinyun was found to have cooperated with foreign companies during his time at the Ministry of Public Security, specifically for network blocking, public security big data and face recognition. Many busy areas in Taiyuan like Liu Xiang business district are equipped with high-definition cameras at every intersection and have face recognition function. As long as the public security network belongs to the monitoring personnel, entering the area, the alarm device in the police station will ring. The multiple cases of Falun Gong practitioners being kidnapped and long-term tracking and monitoring that occurred in Taiyuan in early 2020 are also directly related to Liu Xinyun, who is directly manipulating behind the scenes; the Shanxi Provincial Public Security Department’s inspection team is still promoting the collection of information on Falun Gong practitioners in Jinzhong City for monitoring purposes.
