The North Korean Workers’ Party (NLP) held its sixth branch secretary conference in Pyongyang on Tuesday, with party general secretary Kim Jong-un stressing in his speech that the country is in an “extremely difficult environment with unprecedented challenges to overcome” and asking the 10,000 party grassroots secretaries, cadres and responsible secretaries to implement the party’s congress resolutions.
At the beginning of this year, Kim Jong-un made a rare admission at the National Party Congress that the last five-year economic plan had “almost failed”, blaming international sanctions and natural disasters and epidemics, and criticizing the cadres for not doing their job properly. Now that he has convened another meeting of party branch secretaries, it is clear that Kim Jong-un wants to remind party members once again that they must get a grip on the demands of the new five-year plan.
