Interpol issues “Red Notice” to suspect in shooting death of Yale graduate student of Chinese descent

According to the “Red Notice” issued by Interpol, Pan Qinxuan was born on April 16, 1991 in Shanghai, China, is a U.S. national, speaks English and is charged with murder and second-degree burglary.

On the night of February 6, 1991, Kevin Jiang, a Chinese-American graduate student at Yale University, was shot and killed in the streets of New Haven. He was found lying outside his car, shot several times.

Kevin Chiang was born in Iowa City, Iowa, grew up in Chicago, Illinois, joined the U.S. Army in Seattle, Washington after college, served as a tanker, and retired from the Army to join the Connecticut National Guard as an environmental science officer with the rank of lieutenant. He was pursuing a master’s degree at the Yale University School of the Environment. Kevin Chiang had just proposed to his girlfriend a week before he was killed and was celebrating his 27th birthday on Valentine’s Day in just a few days.

Several weeks after Kevin Chiang’s murder, authorities have been trying to find Pan Qinxuan for questioning, but have not been able to locate him. The U.S. Marshals Service on Feb. 16 expanded its original $5,000 reward to $10,000, seeking information about Pan Qinxuan’s whereabouts. Authorities said Pan Chin-hsuan is considered armed and dangerous, and the public should not attempt to apprehend him on their own after finding him. The New Haven Police Department obtained a warrant for Pan Chin-hsuan’s arrest on Feb. 26. The U.S. Marshals Service announced a nationwide manhunt for Pan Chin-hsuan, who is charged with murder, on March 1.

Media reports say that on the day of the shooting, Pan stole a car from a car dealership. He pretended to test drive the car, but never returned it. Media also reported that Pan had attended MIT at the same time as Kevin Chiang’s fiancée, Zion Perry, and that there were photos of Pan and Perry talking at a swing party at MIT in March 2020.

Matthew Duffy, public information officer for the U.S. Marshals Service’s Connecticut District Violent Fugitive Task Force, told Fox News that he could not say whether investigators were certain Pan Chin-hsuan had left the United States or where he might be fleeing to at the moment. Fox News quoted him as saying that U.S.-China relations are not that good, but if it is determined that Pan Qinxuan is currently in China, Interpol and the U.S. State Department will assist in extradition matters.

The U.S. Marshals Service and the New Haven Police Department are still working very diligently to crack this case,” Duffy told Fox News. I can tell you that we are working very diligently around the clock on this case.”
