Chen Haitao, a recidivist village bully who has set up gambling games, violently collected debts, swindled, and involved in guns and violence, became the branch secretary of the village of Wuzhifang in Fangshan, Beijing, with the help of a “black umbrella”, and wildly amassed nearly 100 million RMB. Chen Haitao is a villager of Wumafang Village, Lulihe Town, Fangshan District, Beijing. from 2004 to 2007, he was detained five times for crowd gambling.
On January 24, 2018, Chen Haitao was arrested in the basement of a villa community in Chaoyang District, Beijing.
This is not the first time Chen Haitao was arrested. in December 2006, a gambling ring involving guns and explosives was dismantled and the main culprit Chen Haitao was arrested.
Back in 1998, Chen Haitao was sentenced to three months of detention for fraud.
The quadrangle of Chen Haitao’s house covers an area of 4.19 acres and is set up with KTV, restaurants and guest rooms, a product of Chen Haitao’s illegal private construction. The first trial of Chen Haitao’s criminal case of triad nature was held on May 28, 2019, and he was sentenced to 25 years in prison for the crime of organizing and leading a triad nature organization and 14 other crimes.
Chen Haitao’s “black umbrella” includes a number of Chinese Communist Party cadres and police officers. Fifteen people were disciplined in related streets, towns and villages in Fangshan District.
