The Standing Committee of the National People’s Congress of the Communist Party of China passed a bill to amend Annexes I and II of the Hong Kong Basic Law on the 30th; scholars believe that the new election system will exclude those who are considered problematic by the government and may elect some “loyal losers”, and may even lead to problems such as bribery; Chinese pro-democracy activist Wang Dan said bluntly today that from now on, Hong Kong will have no more elections. There will be no more elections.
The Standing Committee of the National People’s Congress (NPC) met in Beijing for two days on March 29 and 30 to discuss a bill to amend Annexes I and II of the Basic Law to change the electoral systems for the Chief Executive and the Legislative Council.
Under the newly revised electoral system, a new “Candidate Qualifications Committee” (CQC) is responsible for vetting the eligibility of candidates for the Election Committee, the Chief Executive and the Legislative Council, taking over the work of vetting the eligibility of candidates previously undertaken by the Returning Officer.
The members of the Qualifications Committee will be officials of the SAR Government and the National Security Bureau will participate in the review.
According to the NPCSC’s amendment to the Annexes to the Basic Law, the Hong Kong National Security Council (NSC) shall, on the basis of the examination conducted by the Police Force to safeguard the national security departments, make a judgment on whether the candidates meet the statutory requirements and conditions of upholding the Basic Law and pledging allegiance to the HKSAR, and submit a review letter to the Qualifications Committee for those who do not meet the requirements; the Qualifications Committee shall, on the basis of the review letter of the NSC, make a decision on the eligibility of the candidates The decision is not subject to litigation, i.e., it is not subject to appeal and judicial review.
In this regard, the Chief Executive (CE) Carrie Lam said that the Candidature Commission is responsible for ensuring that candidates are “patriots”, which is also an important purpose of this amendment to the electoral system, the Commission is a gate-keeping role, she believes that improving the electoral system, the implementation of the “patriots rule Hong Kong “The principle of patriots ruling Hong Kong” can effectively solve the dilemma of the pan-politicization of Hong Kong society and internal conflicts in recent years.
Democracy regression! Democratic Party calls on Hong Kong people: do not give up the pursuit of democracy
Former assistant professor of politics and international relations at Hong Kong Baptist University and current affairs commentator Wong Wai-kwok said in an interview with the Voice of America that the new election system excludes those who are considered problematic by the government, but may elect some “loyal losers” and may even have problems such as bribery, which he believes will not help Hong Kong’s social stability.
Democratic Party Chairman Luo Jianxi believes that the newly established “Candidate Eligibility Committee” is very strange, the membership consists of key officials, that is, the executive branch can review the qualifications of candidates for the legislature; the Police Department, the National Security Division can be on whether the candidates meet the qualifications to give advice, he questioned the participation of police officers in the review is shocking and difficult to understand.
Luo Jianxi pointed out that the reduction of directly elected seats in the Legislative Council, the voice of Hong Kong public opinion can enter the system has also been significantly reduced, is a democratic regression, it is very disappointing and sentimental, but he also called on the people of Hong Kong, do not give up the pursuit of democracy.
