The Standing Committee of the Chinese Communist Party‘s National People’s Congress amended the Basic Law to significantly reduce the proportion of direct elections
On the morning of March 30, the Standing Committee of the National People’s Congress (NPC) in Beijing passed the amendments to Annexes I and II of the Basic Law by unanimous vote. In an interview with the Hong Kong media, NPC Standing Committee member Tam Yiu-chung revealed that the proposal adopts a ratio of 40, 30 and 20 seats in the Legislative Council, in addition to District Council members no longer being included in the Election Committee.
Tam Yiu-chung also said that after the amendment was passed unanimously, the meeting resounded with loud applause.
He said that the Legislative Council is an important part of Hong Kong’s political structure, with a ratio of 40, 30, 20 seats, so that the Legislative Council can play a real role, and the SAR Government to complement each other, checks and balances and supervision.
Tam Yiu-chung also revealed that District Council members will no longer be included in the EC, and will increase the number of patriotic and Hong Kong-loving groups CPPCC members, and the participation of representatives of national organizations, and the restoration of functional constituencies to group voters, elected representatives.
