The official website of the CPC Central Commission for Discipline Inspection (CCDI) revealed on March 28 that Shi Wenqing, former deputy director of the Standing Committee of the Jiangxi Provincial People’s Congress, was expelled from the party and his treatment was cancelled. He was accused of poor conduct, audacity, political climbing, Family corruption, and other family corruption.
In a circular, the CPC Central Commission for Discipline Inspection said that Shi Wenqing “has a bad character, audacious, serious violations of political discipline and political rules, engaging in political climbing, deliberately confronting organizational review; ignoring the spirit of the eight provisions of the Central Committee, the people and money to engage in formalism, public funds to reimburse expenses that should be paid personally, illegal acceptance of gifts; irregular selection and appointment of cadres, not truthfully report personal matters The company’s main goal is to promote the use of public power as a tool for profit-making, and to engage in power and money transactions, using the convenience of his position in business operations, criminal cases, financing and loans for the benefit of others, and illegally accept large amounts of money.
The company has been a member of the Jiangxi gang of Zeng Qinghong’s inner circle, Su Rong, who was deputy secretary of the Jilin Provincial Committee, secretary of the Qinghai Provincial Committee, secretary of the Gansu Provincial Committee and secretary of the Jiangxi Provincial Committee before his fall. During his tenure as secretary of the CPC Jiangxi Provincial Committee from 2007 to 2013, Shi Wenqing served as vice governor of Jiangxi, among other positions. Su Rong was sentenced to Life in prison in January 2017. His son Su Tiezhi was also arrested in April 2015 on bribery charges.
Shi Wenqing retired in January 2018, more than 2 years later, and fell on Sept. 21, 2020. On the day of his fall, Interface News reported that Shi Wenqing had been involved in the Su Tiezhi case and allegedly helped Su Tiezhi to make a profit of 12 million yuan (RMB, same below).
After Shi Wenqing was expelled from the Party, the mainland media described him as a “theater master”, saying that he was good at disguising and creating momentum, and that when he left Ganzhou, he asked his subordinates to organize a farewell, with the cost paid for by the government, and deliberately arranged a “farewell for Shi Wenqing by thousands of people”. The video was also circulated on the Internet, in which villagers pulling “thank you” banners, as well as old ladies carrying baskets of eggs to say goodbye to the scene.
In addition, Shi Wenqing’s unique sexual proclivities were disclosed by the Xinjing Daily – during his tenure in Harbin, Heilongjiang Province, he not only raped two of his own nieces, but also developed his wife’s nieces Yang Yuhua and Yang Yurong as full-Time mistresses; he also had several part-time mistresses, and kept several air hostesses. Shi Wenqing had several illegitimate sons, one of whom, Wei Wei, was the most favored.
In December 2019, three entrepreneurs from different places reported Shi Wenqing separately, saying he solicited bribes in Ganzhou, including 20 million yuan worth of Gold and 180 million yuan in cash from account settlements.
At that time, Shi Wenqing responded that “all of them are slanderous rumors”.
Public information shows that Shi Wenqing’s resume includes: from 1971 to 1982 in Jilin Province; from 1982 to 1994 in Inner Mongolia; from 1994 to 2007 in the General Office of the Standing Committee of the National People’s Congress as deputy bureau secretary, deputy director of the Research Office, and then in Heilongjiang Province as deputy secretary of the Harbin Municipal Party Committee, assistant governor; from 2007 to 2015 in Jiangxi Province, served as assistant governor and vice governor of Jiangxi Province, concurrently serving as secretary of the CPC Ganzhou Municipal Committee and deputy director of the Standing Committee of the Jiangxi Provincial People’s Congress.
