“U.S. Bill to Make Taiwan a NATO Plus Member: “Taiwan is the Real China
Pennsylvania Republican Scott Perry, a member of the U.S. House of Representatives Foreign Affairs Committee, introduced a bill on the 19th that would require the U.S. government to treat Taiwan as a member of NATO Plus in order to strengthen arms sales and U.S.-Taiwan defense cooperation.
Perry’s bill, called the “Taiwan Plus Act,” aims to allow the U.S. government to give Taiwan the same arms sales treatment as NATO Plus members. The current members of NATO Plus are five countries: Japan, Australia, South Korea, Israel and New Zealand. Previously, some members of Congress also advocated that India should also be included as a member of NATO Plus.
Perry said at a hearing of the Asia-Pacific subcommittee that morning that the bill was needed to strengthen military deterrence against the Chinese Communist Party, and that the United States should diplomatically recognize Taiwan because “Taiwan is the real China.
According to the bill, which Perry’s office provided to Voice of America, Taiwan is the 10th largest trading partner of the United States, 15 countries around the world recognize Taiwan as an independent nation, and Taiwan is currently considered one of the United States’ major non-NATO allies.
The bill also says that data from the Defense Security Cooperation Agency shows that Taiwan is the largest recipient of U.S. foreign military sales in 2020, and data from 1950 to 2020 also shows that Taiwan is the 3rd largest recipient of U.S. foreign military sales, the same ranking as Japan.
The bill states that the U.S. Congress has historically considered enhanced defense cooperation with the United States and Taiwan to be essential to U.S. national security. Elevating Taiwan’s treatment to the level of a NATO Plus member in terms of arms sales and all other rights, privileges and responsibilities is an important part of supporting U.S.-Taiwan defense cooperation.
The bill therefore provides that Taiwan “shall be designated as a member of NATO Plus and, for a period of five years after the effective date of the bill, shall be treated as a State” for purposes of the relevant laws to facilitate the application and enforcement of the law. The bill should be applied and enforced.
