The official information shows that Zhang Yanping, a native of Feicheng County, Shandong Province, served as a soldier in the tank regiment of the fourth division of the Beijing garrison from 1976 to 1981, and then transferred to the Beijing Youth Daily in 1981, first as a reporter in the school group, and then rose through the ranks to become deputy editor-in-chief of the Beijing Youth Daily in September 1988, executive deputy editor-in-chief of the Beijing Youth Daily in November 1991, and editor-in-chief of the Beijing Youth Daily in September 1998. Chief Editor of Beijing Youth Daily, Secretary of the Party Committee and President of Beijing Youth Daily in April 2002, retired in April 2018, and accepted organizational investigation on March 15, 2021 for alleged serious disciplinary violations.

Zhang Yanping has received many awards from the media, and was elected as an outstanding journalist in Beijing for two consecutive terms from 1983 to 1986; in 1993, he was named one of the “Top Ten Journalists” by the Central Committee of the Communist Youth League; in 2001, he was selected by China Youth magazine as one of the “100 Young People Who May Influence China in the 21st Century”. In 2019, Beijing Youth Daily had sparked a hot debate over the news that former Chinese Communist Party premier Li Peng died after a long illness. The Beijing Youth Daily also reported on the front page on July 24 with a large headline about Li Peng’s death after an illness, but the inside text was put on page 3. But below the headline of Li Peng’s death, it was paired with a cheerful photo of many people wearing red tops and holding flowers, which was questioned as a celebration of Li Peng’s death. The electronic version of the newspaper has since been taken down as a matter of urgency. However, Zhang Yanping had already retired for more than a year at that Time.

On June 10, 2019, the Communist Party’s Beijing Discipline Inspection Commission announced that Dai Zigang, the former president of the Xinjing News Agency, was under investigation, and on April 14, 2020, the Communist Party’s top prosecutor reported that Dai Zigang had been indicted for allegedly accepting bribes.
