Mainland Beijing, Shanghai and other places close off-school training institutions in one fell swoop

On March 8, Ni Minjing, a member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and deputy director of the Shanghai Municipal Education Commission, and Guan Chenghua, a professor at Beijing Normal University and director of the Institute of Innovation and Development, attended the live program of the two sessions of Xinjing News, talking about the recent public concern of “completely banning out-of-school training institutions” and other topics.

At present, off-campus training institutions in Beijing and other places have been ordered to close and undergo rectification. Song Lina, a parent of a Beijing student, said in an interview with the station on Thursday (11) that the authorities had issued a document that was exposed yesterday, and some news has been coming out today, but the raid seems to have ended.”

Beijing completes raids on training institutions in two days

According to media reports in mainland China, Du Wei, a member of the CPPCC National Committee, suggested during the “two sessions” that commercial capital should be wary of encroaching on basic education, and that the excessive profit-seeking, irregular enrollment and exorbitant fees charged by capital in running schools violate the public welfare attributes of compulsory education in China and must be regulated.

Ms. Zhang, who runs a private school in Shanghai, said in an interview with this station on Thursday (11) that almost all the out-of-school training institutions in Beijing, Shanghai and even across the country have recently been ordered to shut down: “In the past two days, there are documents coming out constantly about the need to rectify training and education institutions, extracurricular education institutions, etc. I have a boarding school in Shanghai, and I know that there are now many out-of-school schools in the industry that are not licensed. I have a boarding school in Shanghai, and I know that there are many out-of-school schools in the industry that are not licensed, but yesterday (the 10th) there was news that all the training institutions in Beijing had been shut down and reorganized. This has not happened before.”

Zhou Hongyu, a member of the Standing Committee of the National People’s Congress and a professor at Huazhong Normal University, told Xinjing News that currently, there is value in the existence of out-of-school educational coaching institutions, but a number of them, which aim to promote exam-oriented education, are dramatically deteriorating the educational ecological environment in mainland China, dissipating the role and effectiveness of quality education reform, and their vicious development and dysfunctional operation need to be curbed and regulated urgently.

Officials’ “one-size-fits-all” approach to shutting down training institutions has caused discontent

However, Ms. Zhang does not agree with the official “one-size-fits-all” approach to shutting down all out-of-school training institutions. She also disclosed that most of the articles about the closure of training institutions have been deleted by the authorities to reduce public concern: “The articles about the closure yesterday were deleted. Our side also received a notice about the rectification, Shanghai now received various notices, now to start the rectification, said what to first self-censorship, because of the two sessions, so the suspension is national. But Shanghai generally does not engage in one-size-fits-all, the level of governance in Shanghai is much higher than Beijing.”

Ms. Zhu admitted that there are training institutions for the purpose of circling the money, and subsequently fear of running away, but from the perspective of normal business only, although the industry has a lot of problems, but every industry has a lot of problems, but to such a shutdown and exclusion, it seems to have never happened.”

In March 2018, Beijing had issued several documents about the rectification of out-of-school training institutions, when a well-known elementary school training school in Haidian District posted a notice to suspend elementary school training business and arrange full refunds for Parents. In Beijing’s Daxing District, 60 elementary and middle schools and kindergartens have introduced “after-school extended hours services”. Contrary to three years ago, the authorities are targeting a wide range of schools this Time.
