The Chinese Communist Party‘s Central Commission for Discipline Inspection (CCDI) recently named the 10 “insiders” who have fallen from the discipline inspection system since the 18th CPC National Congress, calling them “black sheep that have degenerated” and saying that the punishment of these “black sheep “The punishment of these “black sheep”, at no Time can be loose, can not be soft, must form a high pressure warning deterrent.

The 5th issue of 2021, “China Discipline Inspection and Supervision” magazine, published an article on learning from Xi Jinping‘s important discourse on the construction of discipline inspection and supervision cadres. The article mentions 10 of the top ten “mole” investigated and punished by the CCDI since the 18th National Congress.

They are: Wei Jian, former director of the 4th Discipline Inspection and Supervision Office of the CCDI; Cao Lixin, former deputy bureau-level disciplinary inspector and ombudsman of the Regulations Office of the CCDI; Liu Jianying, former deputy bureau-level disciplinary inspector and ombudsman of the 11th Discipline Inspection and Supervision Office of the CCDI; Yuan Weihua, former deputy director of the 6th Discipline Inspection and Supervision Office of the CCDI; and Yuan Yifeng, former director of the 8th Discipline Inspection and Supervision Office of the CCDI.

Ming Yuqing, former deputy director of the 9th Discipline Inspection and Supervision Office of the CCDI, former full bureau-level disciplinary inspector and ombudsman; Zhang huawei, former deputy ministerial-level inspector of the Central Inspection Group; Yang Xihuai, former deputy secretary of the Liaoning Provincial Discipline Inspection Commission and deputy director of the Provincial Supervision Commission; Qiu Daming, deputy secretary of the Jilin Provincial Discipline Inspection Commission and deputy director of the Provincial Supervision Commission; and Jiang Guowen, former deputy secretary of the Harbin Municipal Party Committee and former secretary of the Discipline Inspection Commission of Heilongjiang.

Wei Jian is the first official at the departmental level to be investigated by the CCDI after the 18th CPC National Congress. According to the Commission, Wei Jian held leading positions in the Commission’s organs and was involved in the investigation and handling of several major cases, including the Bo Xilai case and the Dai Chunning case.

One of the bosses who channeled the most money to Wei Jian was Sichuan businessman Song Zhiyuan, amounting to tens of millions of yuan. Eventually, Wei Jian was sentenced to 15 years in prison for taking bribes. The court hearing found that Wei Jian enriched an amount of up to 54.15 million (RMB, the same below).

Jiang Guowen is a “tiger” who was investigated in September 2019. He was the deputy secretary of the Harbin Municipal Committee and secretary of the Discipline Inspection Commission of Heilongjiang Province, and a member of the Standing Committee of the Discipline Inspection Commission of Heilongjiang Province, and at the time of his fall he was the chairman of the Harbin CPPCC.

Yang Xihuai was a member of the Standing Committee of the Fushun Municipal Committee and Secretary of the Municipal Commission for Discipline Inspection of Liaoning Province, a member of the Standing Committee of the Liaoning Provincial Commission for Discipline Inspection, and Deputy Secretary of the Liaoning Provincial Commission for Discipline Inspection, etc. In December 2018, Yang Xihuai was investigated.

Qiu Daming was a member of the Standing Committee and Secretary of the Discipline Inspection Commission of Liaoyuan City, Jilin Province, a member of the Standing Committee of the Jilin Provincial Discipline Inspection Commission, Deputy Director of the Provincial Supervision Department, and Deputy Secretary of the Jilin Provincial Discipline Inspection Commission, etc. In September 2018, Qiu Daming was investigated. in November 2019, Qiu Daming was sentenced to 14 years in prison. The court hearing found that he had amassed a fortune of more than 35.94 million yuan.

Cao Lixin was sentenced in January 2017 to 15 years in prison. The court hearing found that Cao Lixin used the convenience of his position to provide assistance to others in matters such as case processing and job transfer, and illegally received a total of RMB 85.26 million equivalent in property.

Liu Jianying was also involved in the investigation of Bo Xilai’s case and Bai Enpei’s case, and had received awards for outstanding performance. On the same day he was examined, he served as the head of the investigation team to investigate the former Standing Committee of the Guizhou Provincial Party Committee, the former secretary of the Zunyi Municipal Party Committee Liao Shaohua was sentenced to 16 years in prison.

Yuan Weihua was once the top student in his hometown’s college entrance exam, a senior student at Peking University Law School, and was admitted to work for the Central Commission for Discipline Inspection (CCDI) organs directly after graduating from college, where he was involved in investigating and handling major cases such as Mu Suixin, Ma Xiangdong and Wu Changshun.

According to the CDC, from 2014 to 2015, Yuan Weihua was investigating cases in Tianjin, and Huang Xingguo, then acting secretary and mayor of Tianjin, took the initiative to contact Yuan Weihua several times to probe for information about Wu Changshun’s case and Yang Dongliang’s case, as well as to extract and probe for clues about Huang Xingguo’s problems. Yuan Weihua told them all.

The original Yi Feng was involved in the investigation and handling of Wan Qingliang, Zhu Mingguo and other cases, he and some bosses have improper interactions, the use of office profit situation, has been a fluke.

In July 2016, the Party Committee of the Central Commission for Discipline Inspection (CCDI) organs opened a case to examine the suspected serious disciplinary violations of the original Yi-feng, and found that the original Yi-feng received 2.408 million yuan in property; he was also found to be suspected of accepting large bribes for other problematic clues.

Ming Yuqing is the former deputy director of the Ninth Discipline Inspection Office of the CCDI, formerly a full bureau-level disciplinary inspector and ombudsman. In its review of Ming Yuqing, the CCDI found that some leading cadres at the provincial and ministerial levels, came to his Home for meals and gifts.

Zhang Huawei, who was sentenced in May 2019, was a deputy ministerial-level inspector of the Central Inspection Group. In his post, he amassed more than 328,493,000 yuan.

Nearly 10,000 discipline inspection system insiders were dealt with and disciplined

The former secretary of the Central Commission for Discipline Inspection, Wang Qishan, has repeatedly mentioned that there are “insiders” in the discipline inspection system, and at the end of 2016, he disclosed at a meeting of discipline inspection committee secretaries in Jiangsu that since the 18th National Congress, the discipline inspection and supervision system has disciplined more than 7,200 people and dealt with more than 2,100 people.

Some of them are tipped off and “leak case secrets” in exchange for benefits, some act as political and business brokers, some get engineering projects or seek official positions for others by greeting local dignitaries, and so on, all sorts of things.

The Hong Kong media disclosed in 2017 that the national discipline inspection system has suppressed more than 5 million non-responsive reporting materials, “a hundred years also can not handle”.

Zhou Youguang, the deceased “father of Hanyu Pinyin,” publicly criticized that China’s future would not be free from darkness as long as the country was inseparable from communism.

Regarding the Communist Party’s anti-corruption campaign against the tiger, Zhou Youguang said, “Of course corrupt officials should be caught, but catching corrupt officials does not mean that the government is better. There are bound to be corrupt officials under a dictatorship, but there are fewer corrupt officials under a democracy because the people can speak, and I won’t elect you next time you do something bad, but not under a dictatorship!
