The two sessions of the Communist Party of China (CPC) are nearing their end. The pattern of the CCP’s Politburo Standing Committee visiting groups during the two sessions is considered a deliberate arrangement by the top echelon of the CCP.
On March 10, the CCP’s CPPCC session closed and the NPC session ended on March 11, marking the end of this year’s two sessions.
On March 9, Xi Jinping attended a discussion with the CCP’s military and armed police delegations (the Military Police Group), which is seen as the highlight of Xi’s participation in the two sessions and his last visit to the groups.
While Xi went to the Shanghai delegation, where he served for the past two sessions, for the past two years, Xi has been going to only four groups, namely the Inner Mongolia, Qinghai and Military Police delegations, as well as the CPPCC’s joint meeting of the medical and health and Education sectors. The Inner Mongolia group is his current constituency and he must go to it every year, and the uniformed group is also his annual finale. And the Inner Mongolia delegation has nothing to do with his experience.
According to an op-ed in the Hong Kong newspaper Ming Pao, other members of the Standing Committee of the CPC Politburo are in a similar situation at the two sessions, going to a CPPCC sectoral meeting and one or two other local delegations in addition to their own.
According to the article, the pattern of top-level CPC delegation visits at the two sessions is not random, but has a certain “symbolic meaning”. For example, Li Keqiang in Guangxi delegation, Li Zhanshu in Jiangxi delegation, Wang Yang in Sichuan delegation, Wang Huning in Hebei delegation, Zhao Leji in Heilongjiang delegation, Han Zheng in Shaanxi delegation, Wang Qishan in Hunan delegation, all have no origin, but the choice of these provinces and regions, vaguely reveals the intention of tilting to the central and western, economically backward and minority regions.
