IGS Core Road poaches semiconductor talents for China Taiwan prosecutors search and investigate

Comprehensive Taiwan media reports that Taiwan’s IGS and Core Road are suspected of cooperating with mainland Chinese chip design companies to set up private R&D centers, form high-paid poaching groups, and poach hundreds of Taiwan’s semiconductor talents in three years, which are involved in violating cross-strait people’s relations regulations. The prosecution today divided into seven search, interviewed 19 people.

The case stems from the operation of bitcoin trading, the design of bitcoin mining machine custom chips, China’s Beijing “bit mainland” company, the establishment of a subsidiary “crystal view intelligent” cross-footed development of AI chips, and from Taiwan to poach the former work of the technology company’s Wu surname, Cao surname man as a director and deputy director, respectively. In addition to helping to improve technology, and through the contacts of the two men, in Taiwan’s science and technology circle, a large “hunter head”.

Wu and Cao assisted the mainland side in setting up two companies in Taiwan, namely IGS and Core Road, to disguise their Chinese background and form a team to scout for corners to attract high-tech talents to jump ship with two times the annual salary.

The Chinese side has even used the names of IGS and Core Road to recruit talents with high salaries on the websites of human resources banks. The frequent actions have alerted the government authorities of the Republic of China and found that hundreds of high-level technology engineers, especially R&D masters in the field of IC design, have been poached in the past three years, resulting in a massive loss of talents and the risk of outflow of key core technologies, which has threatened the development of Taiwan’s semiconductor industry.

It is understood that the poached technology majors include MediaTek, Sun & Moon and other companies, and some of the poached engineers had worked for TSMC. The Chinese media reported last year that MediaTek sent a letter to the company to call on the Core Road, warning not to infringe on intellectual property rights and business secrets, and also reminded the jumped employees not to violate the non-compete rules to avoid breaking the law.

The Taiwan prosecutor issued a press release today stating that prosecutor Hong Songbiao of the special group for black money laundering today directed the New Taipei City Investigation Office to search seven places, including Smart IGS and Core Road, and seize payroll passbooks, employee confidentiality agreements, admission notices, employee rosters, employment contracts, electromagnetic records, cell phones, laptops and other exhibits.

The prosecution said that according to the announcement of the Ministry of Economic Affairs, business undertakings, semiconductor operators, legal entities and people from the mainland shall not come to Taiwan to invest or set up semiconductor industry companies or branches, and in accordance with the regulations on relations between the people of Taiwan and the mainland and the regulations on the permission of people from the mainland to invest in Taiwan, they shall not engage in business activities in Taiwan unless they are permitted by the Investment Review Committee of the Ministry of Economic Affairs, the competent authority, and set up branches or offices in Taiwan. business activities.
