After National Pulse exclusively revealed the Washington, D.C., mayor’s ties to the Confucius Institute, the mayor’s relationship with the Chinese Communist Party‘s Friendship Association with Foreign Countries was also reported by the news organization.
National Pulse said Monday that D.C. Mayor Muriel Bowser and her appointees have met and hosted leaders of key organizations in the Communist Party’s United Front Work (UWM) mouth on several occasions.
The CCP’s United Front, the CCP’s premier network of influence and propaganda organizations, “draws in and neutralizes potential sources of opposition to CCP policies and authority” and coerces U.S. leaders “to act in support of the CCP’s preferred policies and positions. The U.S. Department of State has described the CCP’s United Front as “directly and maliciously influencing” U.S. state and local leaders.
Despite these warnings, Bowser and her appointees met repeatedly with the Communist Party’s United Front mouth boss, the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), then led by Li Xiaolin, daughter of former Communist Party leader Li Xiannian, as the “public face” of the United Front mouth and “blatantly an arm of the Communist Party state.

Bao Ze met with Xie Yuan, vice chairman of the Friendship Association with Foreign Countries, in Beijing in 2015. According to a summary by the Foreign Friendship Association, Bowser “said that China and the United States should work together to promote common development, strengthen exchanges and cooperation in areas such as commerce and Education, and hope to visit China more often.”
Also in 2015, Brian Kenner, Bowser’s pick for deputy mayor for planning and economic development, met with the Foreign Friendship Association to discuss “issues including strengthening local government exchanges and sister city relations, as well as promoting U.S.-China cooperation in urban planning, clean energy, and public transportation,” despite the Chinese Communist Party’s well-documented theft of intellectual property.

Kenner, now co-chair of Bowser’s Re-Open Dc Committee, visited Beijing’s Foreign Friendship Association again in 2018, vowing to undercut Trump and the CCP’s trade war. Vice Mayor Kenner said that despite national trade issues, Washington, D.C., will continue to develop its relationship not only with Beijing, but also with other cities in the Communist Party of China.

In addition to visiting the Foreign Friendship Association in Beijing, Bowser also liaised with the Foreign Friendship Association branch in Washington, D.C.
In 2016, a Friendship Association delegation visited Washington, D.C., to celebrate the “sister city” relationship between Washington, D.C., and Beijing.
In his speech, Mayor Bowser said, “Friendship and cooperation will benefit more ordinary people. Washington, D.C., has 14 sister cities and became a sister city with Beijing in 1984. This friendly relationship is extremely important. …… Washington will continue its practical cooperation with Beijing in business, education and other areas.”
The Friendship Association delegation also met with Bowser’s then-Secretary of State Lauren Vaughan (D).

According to the Friends of Foreign Affairs summary, the Bowser administration “held a joint celebratory reception” featuring Obama-era officials such as Assistant Secretary of State for Education and Cultural Affairs Evan Ryan.
