China’s National Committee of the Chinese People’s Political Consultative Conference (CPPCC) meeting opened Thursday afternoon (4), the CPPCC National Committee Chairman Wang Yang read out the CPPCC Standing Committee’s work report, in which “one country, two systems”, “Hong Kong people ruling Hong Kong”, “a high degree of autonomy The words “one country, two systems,” “Hong Kong people ruling Hong Kong,” and “a high degree of autonomy” are all missing. These policies proposed by the late Chinese Communist Party leader Deng Xiaoping to govern Hong Kong have now disappeared from the official report, but stressed the need to fully implement the “patriots to rule Hong Kong”. It is expected that the National People’s Congress (NPC), which opens on Friday, may announce a revamp of Hong Kong’s electoral system.
China’s National Committee of the Chinese People’s Political Consultative Conference (CPPCC) Chairman Wang Yang read the CPPCC Standing Committee’s work report on Thursday (4), about 40 minutes of speech, Hong Kong and Macao greatly reduced the space, and not a word about “one country, two systems”, “Hong Kong people ruling Hong Kong” and “a high degree of autonomy “.
In reviewing the work of the past year, the section on Hong Kong and Macao, the report stressed how the CPPCC Standing Committee “to strengthen the political responsibility of Hong Kong and Macao members to support the SAR Government and the Chief Executive in accordance with the law, and encourage Hong Kong members to continue to speak out around the promotion of the enactment and implementation of national security laws in Hong Kong.”
The report also mentioned the CPPCC Standing Committee’s comprehensive use of “cloud diplomacy” and offline exchanges to carry out foreign exchanges in response to the U.S. bill.
Wang Yang said, “In response to the so-called U.S. bills related to Xinjiang, Tibet and Hong Kong, as well as anti-China bills related to the Epidemic and anti-China fallacies of individual politicians, it has sternly refuted them by issuing statements, organizing talks and interviews with members.”
On the work plan for the coming year, the report mentions the need to firmly support the principle of “patriots ruling Hong Kong”.
Wang Yang said, “firmly support the full implementation of the principle of “patriots rule Hong Kong”, strengthen solidarity and friendship with compatriots in Hong Kong and Macao, Taiwan and overseas compatriots, and carry out research and consultation on strengthening patriotic Education for young people in Hong Kong and Macao, and promoting cross-strait economic and cultural exchanges and cooperation.”
23 years after the transfer of sovereignty, Deng Xiaoping’s policy of governing Hong Kong is not left behind
The late Chinese Communist Party leader Deng Xiaoping proposed the policy of “one country, two systems, Hong Kong people ruling Hong Kong and a high degree of autonomy” in the 1980s, which is also the policy Beijing has been boasting, but these words have disappeared from official documents one by one in recent years. In the 2019 CPPCC report, it is mentioned that the policies of “one country, two systems”, “Hong Kong people ruling Hong Kong” and “a high degree of autonomy” should be fully and accurately implemented; however, in the 2020 report However, the report for 2020 is only “closely focus on the promotion of ‘one country, two systems’ to move forward”. In 2021, the words “Hong Kong people ruling Hong Kong”, “a high degree of autonomy” and “one country, two systems” will all disappear.
Analysis: Implementation of “firm grasp” of the full governance of Hong Kong
Liu Ruishao, a Hong Kong commentator who is familiar with Chinese politics, said in an interview with this station that since 500,000 Hong Kong people took to the streets in 2003 to oppose the legislation of Article 23 of the Basic Law, Beijing officials have started to make comments on “one country, two systems”, “a high degree of autonomy” and “Hong Kong people ruling Hong Kong” since 2004. Since 2004, Beijing officials have been adding new interpretations to “one country, two systems,” “a high degree of autonomy” and “Hong Kong people ruling Hong Kong. These include new expressions such as “one country before two systems”, “one country above two systems”, “a high degree of autonomy is not absolute autonomy”, and “Hong Kong people ruling Hong Kong is patriots ruling Hong Kong. “This reflects Beijing’s thinking of “firm governance”, but it has not been enforced strongly.
The turning point was the Fourth Plenary Session of the Central Committee in 2019 after the outbreak of Hong Kong’s anti-Sending China movement, which stressed the need to “firmly grasp” full governance of Hong Kong, which Beijing is now about to fully implement.
Liu Ruishao said: “Last year (in the report), ‘Hong Kong people ruling Hong Kong’ is no longer, that is to say, he believes that in fact should be managed by Beijing, but Beijing in the past is an indirect governance of Hong Kong. To this day, he feels that Beijing should actually be in charge, so ‘Hong Kong people ruling Hong Kong’ is no longer mentioned, and now ‘one country, two systems’ is gone, which is a ‘strengthened and distorted version’ of their past thinking.”
Beijing will take action to rectify Hong Kong’s electoral system
And with the opening of the CPPCC meeting, the NPC meeting will also be on Friday (5), the focus of the outside world is on how Beijing will implement the so-called “improve the electoral system in Hong Kong. The CPPCC report did not touch on the issue of Hong Kong elections, but left a sentence “firmly support the full implementation of the principle of ‘patriots ruling Hong Kong'”.
On the 22nd of last month, Xia Baolong, director of the Hong Kong and Macao Affairs Office of the State Council of China, took the lead, stressing that the most crucial and urgent thing for Hong Kong now is to “improve the electoral system” to ensure that the right to govern Hong Kong is “firmly in the hands of those who love the country and love Hong Kong”. After 6 days, he went south to Shenzhen to listen to the views of pro-Beijing people in Hong Kong for two days in a row. Afterwards, the participants have let slip that they propose to abolish the District Council representative seat in the Chief Executive Election Committee, and to have the Hong Kong CPPCC as the ex-officio representative in the National Committee of the Chinese People’s Political Consultative Conference. The outside world is waiting to see if there will be a final decision during the NPC session to change Hong Kong’s electoral system in a comprehensive manner.
Analysis: Beijing prevents Hong Kong from becoming the top 20 destabilizing factors
Hong Kong current affairs commentator Liu Ruishao believes that in order to analyze Beijing’s handling of the Hong Kong issue, we must link to the 20th National Congress of the Communist Party of China to be held next year.
Liu Ruishao said: “Will Hong Kong be used to reverse the ‘export to domestic sales’ to counter the current domestic regime? Originally, we all can not see, but he thinks there is. So under such a ‘disorder of thinking’, he has many enemies constantly, and these enemies, he thinks, are using Hong Kong to oppose him at Home. The people, for example, are human rights lawyers, human rights events in the country, and they think that sometimes they will use Hong Kong to amplify back to the country, which also involves the domestic political or regime security.”
He believes that Beijing’s series of moves against Hong Kong is to avoid Hong Kong becoming a destabilizing factor for the Chinese Communist regime.
