“Stuart Solomon, chief operating officer of Future Record, said the officially funded Chinese hacking group called Red Echo “appears to be systematically using advanced cyber intrusion techniques to quietly gain a foothold in nearly a dozen key nodes throughout India’s power generation and transmission infrastructure. The report said this latest finding provides the basis for the claim that there is a link between the border conflict and the power outage. An Indian official had confirmed to the media at the Time that the Mumbai blackout was caused by a Cyber Attack from China on a nearby power load management center.
The report also quoted cyber experts as saying that China was sending a signal that it could and could afford to do so in times of crisis.
