Recently, Chongqing Dadukou District, eight bridge villagers Li Zhongying, Jiang Bangquan broke the news, they oppose the town government to rent agricultural land to build permanent housing, was under surveillance at Home, so far up to six years.
Li Zhongying and Jiang Bangquan are villagers of Bajiao Town, Mutual Village, ten communities, in 2004, Dadukou District Xinrui Land Improvement Co., Ltd. rented the basic farmland of the villagers of Mutual Village, ten communities to build resettlement housing and low-rent housing.
It is reported that Xinrui Land Improvement Co., Ltd. is an investment company illegally established in Dadukou District, this company is not registered in the Administration for Industry and Commerce. It violates the rule that rented land cannot be used for urban construction, and after giving villagers two years of rent never again.
The petition to reflect the government’s violation of the law was met with long-term “stability maintenance”
Li Zhongying had reflected the situation to Chongqing city departments at all levels in 2008, but received no reply. For this reason, she went to the relevant departments in Beijing several times since 2013 to petition in accordance with the law.
In June 2014, Liu Yigui, secretary of the political and legal committee of Badukou District, hired social strangers to build three simple sheds in front of and behind her rented room to monitor and restrict her personal freedom 24 hours a day for more than six years. on January 8, 2020, four high-definition cameras were installed opposite her rented room.
Li Zhongying said to reporters, “Now a day 8 people, in 2014 a day up to more than 20 people, including our eight bridge town staff under 50 years old are involved. The leaders of the mutual help village also came to restrict my personal freedom. I reflected around to no avail.”
“Restrictions on my personal freedom include local police, and in 2015 police entered my home and took me forcibly to the detention center for seven days, and also changed the locks on my home.” Li Zhongying said.
From 2014 to 2019, Li Zhongying was controlled and could not take a step outside her home, not even to buy Food, but this year she could go out to buy food, but a group of people would follow behind to monitor her. She said, “I have been calling the police, the police are not out. I then wrote a letter to the Municipal Public Security Bureau to report, entrusted Family members to go out and send, 2021 before I was allowed to move around my home.”
Li Zhongying said, “To this day, I have not gotten a penny of my rent, and I have not gotten my resettlement house. Now my relatives who want to come to my house to play for a while can’t come. I can’t go to my relatives’ house either. I am not allowed to see my elders above me.”

6 years of “stability maintenance” costs up to tens of millions of yuan
In the same village as Li Zhongying, Jiang Bangquan was also “stabilized” in the same way.
The company’s main business is to provide a wide range of products and services to the public. At times there were 30 people a day, now it’s 8 people a day. The salary of the people they hire to watch them is 225 yuan per person per day. Restricting Li Zhongying, Jiang Bangquan, and Li Zhaohui (different community in the same village), the three of us have spent tens of millions of yuan on ‘stability maintenance’.”
Jiang Bangquan lamented, “It’s impossible, the people can’t afford to live now!”
Li Zhongying also said, “Isn’t this suppressing taxpayers with taxpayers’ money? Behind the leased land, is there any unseen insider?”
