Beijing ordered the Hong Kong CPPCC self-rating Liu Ruishao: disguised communist cut leeks

Recently Beijing asked Hong Kong‘s provincial-level CPPCC members to rate themselves. Liu Ruishao, a senior commentator in Hong Kong, believes that the Chinese Communist Party is dissatisfied with the corpse of the CPPCC in Hong Kong for not doing anything on the one hand, and wants to screen and leave valuable candidates before the new national political committee and the National People’s Congress change in 2023 on the other.

The Chinese Communist Party’s comprehensive governance of Hong Kong is not only aimed at suppressing pan-democrats and strengthening patriotic Education for Hong Kong people, but also strengthening the supervision of local officials and party members. Some media reports, in response to Xi Jinping‘s emphasis on patriots ruling Hong Kong, the Hong Kong provincial-level CPPCC recently introduced a self-assessment and rating system, requiring the CPPCC to assess its own performance in five areas last year, including participation in major events and social work in Hong Kong, participation in the fight against epidemics and epidemics, giving interviews, attending meetings of the Liaison Office of the Central People’s Government or the Hong Kong provincial-level CPPCC association and paying dues, offering support for Hong Kong’s integration into China, awarding medals, serving as a District Council member, Legislative Council Members of the Legislative Council, or members of the SAR’s information structure, etc., may be awarded additional points.

According to media reports, the Hong Kong National Committee of the Chinese People’s Political Consultative Conference (CPPCC) has introduced a system in 2019 whereby members are required to submit annual reports on their performance of duties, and recently added an assessment of the provincial CPPCCs in Hong Kong, which is divided into the performance of duties on the mainland and their role at the Hong Kong level, with a total score of 130 points.

Liu Ruishao, a senior commentator familiar with China affairs, described the move as “very funny”, like elementary school students checking their grades. What’s even funnier is that one of the scores is whether or not “timely payment of dues”, which indirectly exposes the norm of non-payment or late payment of dues, which shows how much commitment each person has.

He believes that the ostensible strengthening of supervision of the CPPCC actually reflects several major problems. One is that the Chinese Communist Party believes that these people do not work in the corpse: “It is likely that these years Beijing feels that it is not working, the situation in Hong Kong is very tense, to this class of people to come out of the political stance to do some work, five-cent party has five-cent party to do, a small pink has a small pink to do, you people can not be corpse, take the Ah Gong’s not is a senior official, but there is a certain title, a generous salary, this generous salary is not directly to you money, but you all took the benefits of Ah Gong, you all have to do something. So now there are just talking about those things, one by one thing out, to do them.”

Second, the Hong Kong and Macao Affairs Office and the Liaison Office of the Central People’s Government want to take advantage of the current situation in Hong Kong to claim credit, Liu Ruishao said, “They certainly want to fight for performance, so a few domestic practices of those schoolchildren, now moved to Hong Kong. To a certain extent, are governing Hong Kong work of the staff of a credit, if he took these to speak, he supervised the CPPCC, they will have credit.”

Third, the new national political party committee in 2023, the National People’s Congress to prepare for the new term, leaving candidates who still have the value of use, he said, “So now constantly, Hong Kong to the development of the Greater Bay Area to attract investment back to the mainland and so on. CPPCC members, NPC deputies, the business sector you eat mainland rice, you will have to work hard to have something to show. So now give a rating game you play, so you feel the pressure yourself.”

Fourth, the struggle for full governance in Hong Kong, through the mobilization of hundreds of CPPCC, he said, “Now this a rating scale, to your own rating, to a certain extent is a mobilization order, is a mobilization order to fight, we want them to create a full-scale attack inside everyone to support the central government.” Liu Ruishao said, for example, earlier rumors of the mobilization of CPPCC members to speak in schools for brainwashing education: “In a nutshell, this is called a mobilization order to fight, one out of the ghosts and gods, that is, what ghosts are surging out, creating a kind of momentum.”

Liu Ruishao explained that the CPPCC is a stabilizing group for the CCP, i.e., a group that stabilizes the political situation, which is actually a work of integration, i.e., the United Front, mainly from three categories, “the first is the so-called democratic parties in China, all eight democratic parties in China were established before 1949. The first is the so-called democratic parties in the country, all eight democratic parties in the country were established before 1949, no new democratic parties were established after 1949, this group of people identified with the Communist Party so they were integrated. Another is the rich business community, from the local CPPCC, slowly became the national CPPCC. The third category is the society it thinks you have fame and reputation, such as famous movie stars, famous athletes, how many famous athletes and so on at that Time, you took medals, that time by the women’s volleyball team began, and then to Liu Xiang and so on.”

Liu Ruishao bluntly said, “CPPCC” title in the mainland is “marketable and pricey”, fully experience another kind of market science. At the same time and use the loopholes to avoid meetings, rather than to make money: “From this we can see that the original CPPCC is a Chinese officialdom, so characteristic of the object, I do not know how to describe it. Now many foreign countries even though members of parliament are business and industry, only these are more deformed and funny in China.”
