The removal of Zhao Le Qin, the younger brother of Zhao Le Ji, secretary of the Chinese Communist Party‘s Central Commission for Discipline Inspection, and the double firing of Che Jianjun, the younger brother of Che Jun, the former secretary of the Zhejiang Provincial Party Committee, have raised concerns about the “brothers” in the Chinese Communist Party officialdom. Che Jun and Che Jianjun

Che Jianjun, brother of Che Jun, was a powerful figure in the Anhui “political and legal system” and fell from power last July. The Anhui Discipline Inspection Commission recently announced that Che Jianjun was dismissed from the party and public office (double-opening).

Zhao Leji and Zhao Le Qin

Zhao Leji, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) and Secretary of the Commission for Discipline Inspection (CCDI), is in charge of the fight against corruption. In recent years, Zhao Leji has been implicated in a number of cases in Shaanxi and Qinghai, where he was in charge, including the Qinling villa case, the 100 billion dollar mining rights case, and the illegal coal mining case at the Juhuhuai coalfield in Qinghai’s Muli coalfield. A number of his former ministers and partners in the two provinces have fallen.

According to several media and commentaries, Zhao Leji, who became a member of the Politburo Standing Committee at the 19th Communist Party Congress in 2017 and is in charge of the party’s anti-corruption efforts, benefited from Jiang Zemin’s and Zeng Qinghong’s arrangements for his promotion in later years.

According to internal sources disclosed by the pro-Beijing Hong Kong media Ming Pao, Zhao Leji has been warned and hammered by Xi Jinping.

Zhao Leqin, Zhao Leji’s brother, worked in Shaanxi in his early years, serving as deputy director of the Shaanxi Provincial Department of Transportation in 2001; in August 2005, he became deputy secretary of the Hanzhong Municipal Committee and mayor. In January of the following year, Zhao Leqin was transferred south to Hezhou City, Guangxi Autonomous Region, as secretary of the municipal party committee. In March of the same year, Zhao Leji was elected director of the Standing Committee of the Shaanxi Provincial People’s Congress, and Zhao Le Qin was also re-elected director of the Standing Committee of the Hezhou Municipal People’s Congress. While Zhao Leji was in charge of Shaanxi, his brother also started to be in charge of Hezhou, Guangxi.

In early 2010, Zhao Le Qin was transferred to Chongzuo City, Guangxi Province as municipal party secretary. On November 19, 2012, after Zhao Le Ji, then secretary of the Shaanxi Provincial Party Committee, went to Beijing to become minister of the Central Organization Department, Zhao Le Qin also followed his promotion, and in May 2013, he became secretary of the Guangxi Guilin Municipal Party Committee, director of the Standing Committee of the Municipal People’s Congress, and first secretary of the Party Committee of Guilin Police District.

After the 19th National Congress in October 2017, Zhao Leji was promoted to the Standing Committee of the Central Political Bureau to take charge of the Central Commission for Discipline Inspection, and three months later, Zhao Le Qin became the deputy director of the Standing Committee of the Guangxi Zhuang Autonomous Region People’s Congress. Zhao Leqin, who is a deputy provincial minister, has been serving as the deputy director of the Standing Committee of the provincial People’s Congress, as well as secretary of the municipal party committee and director of the municipal People’s Congress of a prefecture-level city (Guilin). Zhao Le Qin has both local real power and the security of the provincial party committee NPC, a rare situation.

On February 9, according to Guangxi Daily’s WeChat public number, Zhao Le Qin no longer serves as secretary, standing committee member and member of the CPC Guilin Municipal Committee.

The second in line of the Ling family siblings, born in May 1952, was the deputy director of the Communist Party of China (CPC) Shanxi Provincial Committee’s Bureau of Mechanics, deputy director of the Shanxi Provincial Food Department, director of the Shanxi Provincial Development and Reform Commission and vice chairman of the Shanxi Provincial Political Consultative Conference before being investigated on June 19, 2014. on Dec. 16, 2016, he was sentenced to 12 and a half years in prison for taking more than 16 million yuan in bribes.

The fourth in line, Ling Plan fell on the winter solstice on Dec. 22, 2014, and was sentenced to Life in prison on July 4, 2016, for accepting bribes, illegally obtaining state secrets and abuse of power.

There was also their fifth brother, Ling Chen, who served as deputy director of the General Office of Xinhua News Agency, and also served as general manager of China Advertising United Corporation, a subsidiary of Xinhua News Agency, president of China Huaxing Automobile Trading (Group) Company, a subsidiary of the central enterprise, and president of Daily Online, a subsidiary of China Netcom. After the incident with Ling, Ling has reportedly fled to the United States.

Liu Zhijun and Liu Zhixiang

Liu Zhijun, former Minister of Railways and known as the “first man of high-speed rail”, was sentenced to a suspended death sentence in July 2013 and had his sentence reduced to life imprisonment in November 2015 for taking bribes and abusing his power.

Liu also has a half-brother, Liu Zhixiang, the former deputy director of Wuhan Railway Branch, who is known as the “first person in railroad corruption”. In March 2006, Liu Zhixiang was tried in Yichang City Intermediate Court in Hubei Province on suspicion of intentional assault, embezzlement, bribery and unexplained source of large amount of property, and was later sentenced to a suspended death sentence.

Li Anyun and Li Anze

On August 3, 2016, Li Anyun, former deputy inspector of the Jiangxi Provincial Bureau of Quality Supervision (deputy department level), completed the investigation and was transferred for examination and prosecution in the alleged bribery case. Li Anyun is the brother of Li Anze, former director of the Jiangxi Provincial Development and Reform Commission, who was taken away for investigation on August 27, 2014 for his involvement in the case of Su Rong, former vice chairman of the National Committee of the Chinese People’s Political Consultative Conference.

Wang Maoquan, Wang Maojian and Wang Maoshe

On June 5, 2017, Wang Maoquan, former deputy director of the Ethnic and Religious Committee of the Shanxi Provincial Committee of the Chinese People’s Political Consultative Conference, was expelled from the party; on May 31, Wang Maojian, former secretary of the Party Working Committee of Taiyuan High-tech Zone, was expelled from the party.

In early January 2017, the Xuzhou Intermediate Court ruled in a first instance that Wang Maoshe was sentenced to 15 years in prison for taking 52.35 million yuan in bribes alone or with the above two people.

Fang Dongping and Fang Xiping

On August 23, 2017, the Maanshan City Intermediate Court in Anhui Province publicly announced the verdict in the case of Fang Dongping, former director of the Internal Justice Working Committee of the Standing Committee of the Hefei Municipal People’s Congress, for accepting bribes and using influence to accept bribes. Fang Dongping was sentenced to 12 years in prison and a fine of RMB 3.55 million for accepting bribes and using influence to accept bribes.

The indictment of Maanshan City Procuratorate stated that Fang Dongping used the convenience of his position as the former secretary of Huainan Municipal Committee of Anhui Province, Fang Xiping, to seek benefits for others; he used Fang Xiping’s position to seek improper benefits for the requestor and accepted the requestor’s property in a huge amount.

Fang Xiping is the brother of Fang Dongping, who was investigated in August 2014. Fang Xiping was later sentenced to 12 years and 6 months in prison for the crimes of accepting bribes and abuse of power.

Ji Bingxuan and Ji Bingwei

Ji Bingxuan, born in 1951, is a native of Mengjin, Henan province, and has served as secretary, standing committee member and member of the CPC Heilongjiang Provincial Committee, as well as first secretary of the provincial military district party committee, and as vice chairman of the 12th and 13th NPC Standing Committee. in December 2020, the U.S. State Department under Pompeo announced sanctions against 14 vice chairmen of the NPC Standing Committee over the Hong Kong issue, and Ji Bingxuan was listed among them.

Ji Bingxuan’s brother, Ji Bingwei, born in September 1963, is a native of Mengjin, Henan Province. He was the secretary of the CPC Kaifeng Municipal Committee[2][3]. in February 2018, he became the deputy secretary general and director of the General Office of the CPC Henan Provincial Committee. in January 2021, he became the secretary general of the Standing Committee of the Henan Provincial People’s Congress[4].

Li Keqiang and Li Keming

Li Keming, the younger brother of Li Keqiang, currently a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, entered the Anhui Provincial Light Industry School in 1978 to study light industry mechanics and went to work at the Yongkang Food Factory in Hefei, Anhui Province in 1980. in 1993, Li was elected as the first secretary of the Central Committee of the Communist Party of China. In March of the following year, Li Keming came to Beijing from Anhui Province as the Director of the Production Division of the Production and Scheduling Department of the State Tobacco Monopoly Administration.

In 1997, Li Keqiang joined the 15th Central Committee and was transferred to Henan to start his administration. after 2000, Li Keming served as Director of the Economic Operation Department and Director of the Development Planning Department of the State Tobacco Monopoly Administration. Until 2013, he was appointed Deputy Director General and member of the Party Group of the State Tobacco Monopoly Administration. on January 31, 2015, he was promoted to Chairman of the Supervisory Board of Key State-owned Large Enterprises (Vice Minister), in charge of Office 08, overseeing China Guodian Corporation, Shenhua Group Company Limited, China Chengtong Holding Group Company Limited, and China Nonferrous Mining Group Company Limited.

Xi Jinping and Xi Yuanping

Xi Jinping, the general secretary of the Communist Party of China (CPC), himself has an official “brotherhood,” but he is not very public about it.

Publicly available information shows that Xi Yuanping, born in November 1956, is the second son of Xi Zhongxun and Qi Xin and Xi Jinping’s younger brother. He worked in the military, foreign trade system and government agencies in his early years, and is currently president of the International Association for Energy Conservation and Environmental Protection. Xi Yuanping has a low-key style and rarely appears in public reports, mostly attending ceremonies on behalf of the Xi family for some of their deceased family friends.
