WaPo: Biden to lift rules requiring work to use white card benefits

Former President Donald Trump allowed state governments to impose work requirements on people using Medicaid (commonly known as white cards) during his presidency, and the Washington Post reported on December 12 that the Biden administration is about to announce the withdrawal of the requirement.

During his presidency, Trump allowed state governments to require low-income people with white cards to work in order to continue using the benefits. The newspaper said that according to the Biden Administration‘s draft, federal officials will cancel the measure under the Trump Administration and notify the 10 state governments that have White Card welfare work requirements.

However, the Washington Post analyzed that the Biden administration’s revocation of the Trump administration’s white card welfare work requirement would not have an immediate effect.

The newspaper noted that Arkansas, Kentucky, and New Hampshire’s white card welfare work requirements have been ruled unlawful by successive federal courts in previous lawsuits, while several other states have held off implementation due to their own legal challenges. One of the lawsuits related to the white card welfare-to-work requirement has now been appealed to the Supreme Court.

Sources close to the case said the Department of health will release a study on the Trump administration’s restrictions on low-income people’s access to health care coverage on Dec. 12.

Sommers, who has published studies on the negative impact of federal Medicaid work requirements, joined the Department of Health in January this year as deputy assistant secretary for policy and programs.
