On February 8, because the owners of CCCC Fuliya County in Yanqing District of Beijing complained about the poor quality of the houses, officials from the Beijing Municipal Construction Committee and the developer went to the site to inspect the houses together, but when they took the elevator, the elevator broke down and a line of officials inspecting the houses were stuck in the elevator. According to the information released by the owners in the “Yanqing Yaxun owners service platform”, according to the plan, the Yaxun project was scheduled to be delivered on December 30, 2020, but the delivery Time of the Yaxun project is still delayed. Moreover, the owners complained that there were serious quality problems in the houses: the interior decoration of the houses did not match seriously, water leakage, wall cracking and wall cement could be crushed by hand. The owners also said that the developer delayed the delivery of the houses and the written notice of acceptance and inspection was very irregular; moreover, the developer privately tore up the contract and forced the owners to inspect the houses without the completion inspection certificate and other information issued by the project department.

Because of the owners’ continuous complaints, eventually, officials from the Construction Committee came to the scene and checked the housing situation together with the developer.

The video posted by netizens shows that the building committee officials and the developer took the elevator during the house inspection, and the elevator ended up getting stuck at a position more than 1 meter up on the 1st floor. Later, the elevator door was pried open, but the officials did not immediately climb out of the elevator, they were afraid to move, for fear of any greater situation, so in more than half a minute of the video, they have been standing firmly inside the elevator.

When the owners saw this, they all said, “Scared yet?” “Winning the jackpot on the spot.” “God is taking care of us.”

According to the information provided by the owners, the CCCC Fuliya County Shared Ownership Housing Project is located in the new city of Yanqing District, Beijing, and the property rights of the project are shared by the buyers and the government, and the proportion of the property rights share of the buyers is 65%, and Beijing Yanbei Protected Housing Construction Investment Company Limited (the government property rights share holding agency) holds 35% share.
