As the 20th National Congress of the Communist Party of China (CPC) draws near, Xi Jinping continues to make adjustments to the personnel of local officials. Many officials have been “parachuted” from central ministries to localities in the recent adjustment process, including the Ministry of Industry and Information Technology. According to some commentators, Xi Jinping has no choice but to use technocrats in the CCP’s official hierarchy and the lack of trustworthy officials.

The local official media “Qinghai Daily” reported that as soon as the two sessions of the Qinghai provincial government concluded on February 4, a plenary session was held to arrange and deploy the work of the new year. The meeting was presided over by executive vice governor Li Jiexiang, and governor Xin Changxing delivered a speech. Wang Liming, member of the Standing Committee of the Qinghai Provincial Party Committee and vice governor, and vice governors Kuang Chung, Yang Fengchun, Zhang Li, Liu Tao, Yang Zhiwen, Liu Chao and Cai Jantai attended the meeting.

According to the above report, Wang Liming has been promoted to the Standing Committee of Qinghai Provincial Party Committee. According to the official website of Qinghai Province, Wang Liming ranks third among the seven vice governors and is in charge of industry, information technology, enterprise reform, state-owned assets supervision, financial supervision, digital economy, communication management, military-civilian integration and park economy.

According to public information, Wang Liming, born in May 1962. He has served as deputy divisional and full divisional secretary of the General Office of Gansu Province, full divisional secretary of the General Office of the State Economic and Trade Commission, director of the reform and development of state-owned small and medium-sized enterprises in the Department of Small and Medium Enterprises, assistant inspector of the Department of Small and Medium Enterprises of the National Development and Reform Commission, successively assistant inspector and deputy director of the Department of Small and Medium Enterprises of the Ministry of Industry and Information Technology, director and chief engineer of the Department of Consumer Goods Industry, and vice governor of Qinghai Province.

Among them, Wang Liming served in the Ministry of Industry and Information Technology for as many as seven years between August 2008 and August 2015.

The Ministry of Industry and Information Technology was established by the CPC in March 2008 on the basis of the former Ministry of Information Industry and the National Defense Science and Industry Commission. The department is mainly responsible for formulating and implementing industry planning, industrial policies and standards, monitoring the daily operation of industrial industries, promoting the development of major technical equipment and independent innovation, managing the communications industry, guiding the promotion of information technology, and coordinating the maintenance of national information security. As an industry management department, it is mainly responsible for planning, policy and standards. This shows that it is a technocratic bureaucracy of the CCP.

Beijing Youth Daily reports that in recent years, many officials have been “parachuted” from the Ministry of Industry and Information Technology to the local level, and Wang Liming is just one of the former Ministry of Industry and Information Technology officials who have been “parachuted” to the local level over the years.

In August 2010, Lou Qinjian, then Vice Minister of MIIT, was “parachuted” to Shaanxi Province as a member of the Standing Committee of the Provincial Party Committee and Vice Governor, and is now Secretary of the Jiangsu Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress.

In 2013, Ma Xingrui, then Vice Minister of MIIT, was parachuted into Guangdong as a member of the Standing Committee of the Provincial Party Committee and Secretary of the Political and Legal Affairs Committee, and is now the Governor of Guangdong Province and a member of the Central Leading Group for Hong Kong and Macao.

In July 2015, then Vice Minister of Industry and Information Technology Mao Weiming “parachuted” into Jiangxi, serving as a member of the Standing Committee of the Jiangxi Provincial Party Committee, Deputy Secretary of the Provincial Party Committee, Executive Vice Governor, and has now been promoted to Governor of Hunan Province.

In August 2016, Xu Dazhe, then Vice Minister of the Ministry of Industry and Information Technology and Director of the National Space Administration, was parachuted into Hunan as Vice Governor and Acting Governor of Hunan, and has now been promoted to Secretary of the Hunan Provincial Committee.

In August 2016, Feng Fei, then vice minister of the Ministry of Industry and Information Technology, was “parachuted” into Zhejiang, as vice governor of Zhejiang, and has been promoted to governor of Hainan.

In this regard, Ren Chongdao, a researcher at Tianjun Politics and Economics, said that since he became general secretary of the CPC Central Committee in 2012, Xi has joined forces with Wang Qishan to promote an “anti-corruption” campaign within the party in order to consolidate his power, arresting many officials from Jiang Zemin’s and Zeng Qinghong’s factions. As a result, there are few officials that Xi Jinping can trust. Therefore, his promotion of officials from technical departments such as the Ministry of Industry and Information Technology is a reluctant move, but technical officials are relatively more reliable than local officials.
