Li Chunying, a senior engineer at the Pipeline Research Institute in Langfang, Hebei Province, was illegally reeducated through labor and had her hukou cancelled by the CCP.
Tang Rong, a teacher in Chongqing, was illegally reeducated through labor for three years, deprived of teaching rights, and had his hukou cancelled.

During the 21 years of persecution of this group, numerous people have had their hukou cancelled and become “black market population. Zheng Xujun, a doctor who returned to China after studying in England
Zheng Xujun, who worked at China Electric Power Research Institute, went to the University of Liverpool in the UK in January 1999 on a public assignment to conduct collaborative research, and was the recipient of the Third Prize of the State Ministry of Electric Power for Scientific and Technological Progress.
Since July 20, 1999, he has been illegally expelled from the Academy of Electric Power Sciences and had his household registration cancelled due to his firm practice of Falun Dafa. Making him a black household, several police officers said that Denshi had gone too far. The successive leaders who have taken office since then have expressed their demands in various ways, but have not heard anything back.
On September 17, 2001, Zheng Xujun was illegally searched for Falun Gong truth materials on the subway, and was secretly escorted to the Beijing Legal Training Center for seven months with a black hood. Later, he was illegally reeducated through labor for two years. In the brainwashing class, the police did not let him sleep and instructed the “helpers” to beat him severely in order to force him to write a pledge to give up his practice.
Li Chunying, a senior engineer in Langfang
Li Chunying, a senior engineer at the Pipeline Research Institute of Langfang Pipeline Bureau in Hebei, has won many awards for scientific and technological achievements. Soon after practicing Falun Gong, she lost all her stubborn diseases. She was awarded “Civilized Worker” by the Pipeline Research Institute at the end of 1998 for her strict adherence to “Truth, Goodness, and Forbearance”.
Because of her practice of Falun Dafa, Li Chunying was kidnapped six times by the Chinese Communist Party, denied sleep during her illegal reeducation-through-labor, given Food, stood barefoot in the snow, and forcibly given unknown medication, and was unreasonably dismissed from her workplace and forced to divorce.
On July 16, 2008, the Institute of Pipeline Science presented a certificate to the Langfang Xinkai Road Police Station, saying that Li Chunying had to go through the procedure of moving her household registration. With this certificate, the Xinkai Road Police Station presented Jishan County Cai Village Township with a household transfer certificate on July 16, 2008, and secretly and illegally cancelled Li Chunying’s household registration in Langfang City.
Chongqing teacher Tang Rong
Teacher Tang Rong, born in 1949, was kidnapped and raided on December 28, 2000, after which he was illegally sentenced to three years of labor reform by the Beibei Procuratorate and the Beibei Intermediate Court. During this period, he was subjected to many inhumane abuses, such as forced overload, forced to write examinations, threats, verbal abuse, beatings, punished to stand, punished to run for long hours, and not allowed to sleep.
After his release from prison on December 28, 2003, he was deprived of his teaching rights by the school and his household registration and ID card were cancelled.
Yu Chao, a Tsinghua student
In July 1999, Yu Chao was beaten by armed police at Shijingshan Stadium; he was pulled down from the concrete steps headfirst, and even his iron schoolbag chain was pulled off; he was interrogated continuously by three police officers at the police station from 11:00 a.m. to 5:00 a.m., and forced not to sleep.
After that, he was illegally reeducated through labor and had his hukou cancelled by the Haidian Branch.
Heilongjiang Farmer Yun Fuqi
Yun Fuqi, a farmer from Tianmen Township, has been illegally detained seven times, reeducated through labor twice, and sentenced once, for a total of more than eight years, and has suffered numerous tortures.
After his release from prison, the Founder County State Security Brigade and “610”, an illegal agency dedicated to persecuting Falun Gong, confiscated his ID card; Tianmen Township authorities ordered village cadres to cancel his hukou, leaving him without an identity, unable to find work, and living in dire straits.
Harbin worker Du Xin
In 2007, Du Xin, a worker at the former Songhua River Textile Printing and Dyeing Factory in Harbin, went to the police station to apply for an ID card, only to learn that his hukou had been illegally cancelled and that the registrar said he had to go to the Wanjia Labor Camp to get a replacement hukou.
Du Xin took the certificate issued by the police station to the Wanjia Labor Camp to complete the procedures, but was given a hard Time by the head of the management section, saying that it was irregular to do so without a letter of introduction; Du Xin was also asked whether he had “converted” (given up practicing Falun Gong), and if he had “converted”, he would be given the job, but not the job. The police also asked Du Xin if he would “convert” (give up practicing Falun Gong), and if he would “convert”, he would do it, but not “convert”. Because Du Xin did not cooperate with the police, he was blown out.
The second time, Du Xin’s husband went to the police station with an official letter of introduction from the Public Security Bureau, and the management section said that because of his bad attitude last time, he was still not allowed to do it this time. In this way, Du Xin and her husband went to the Wanjia Labor Camp four times, and it was not until 2009 that they were able to get the so-called certificate back and get their household registration back.
Shandong Xue Zengnian sues Jiang Zemin
In a complaint against Jiang Zemin in Weifang, Shandong, Xue Zengnian said: During the 16 years of persecution, I was fired from my unit, my land was confiscated, my real estate license was denied, and my partner’s hukou was revoked. I practiced Falun Dafa and behaved according to the standards of truthfulness, kindness, and forbearance, and did not cause any harm to anyone, nor did I cause any damage to the state. What is my crime?
Xi’an Liu Youdong
In 2000, Liu Youdong was illegally reeducated through labor after petitioning in Beijing, and her weight of nearly 140 pounds was only 90 pounds when she was released from the labor camp. When she returned Home, she found that her hukou had been cancelled on the day she was sent to the labor camp, and she became a black household! After inquiry, it was the Weiyang District State Security Brigade that did it.
After the factory closed down, everyone was given a sum of money to buy out their working years. Liu Youdong could not open a bank account card because she did not have an account, so she could not receive the money; the factory workers still enjoyed various benefits, social security, medical insurance, etc. after the buyout. She has nothing so far.
Zhang Hongxia, Zhuozhou Hydropower Bureau, Hebei Province
Zhang Hongxia was abducted by her unit to the Nanma “brainwashing class” in September 2001, and has been forcibly displaced since then. Her husband was far away in Shandong, leaving her 5-year-old daughter alone, hungry and full for several months. Not only did the personnel of Hydropower Bureau IV terrorize the child, they also forced her husband to be laid off (unemployed), forced him to divorce Zhang Hongxia, and canceled Zhang’s household registration.
Tang Guirong, Jixi City, Heilongjiang Province
In 2001, because Tang Guirong did not give up practicing Falun Gong, her household registration was illegally cancelled by the Public Security Bureau of Jixi City and Mashan District, and she was not allowed to live in Mashan District. She had no fixed residence, no low income insurance, no old age insurance, and no status for a long time, so her pension was stopped for more than ten years.
Depriving Citizens of Their Right to Live in Violation of the Constitution
In addition to the large number of Falun Gong practitioners, children born in violation of Family planning, dissidents and rights activists are also excluded from the Chinese Communist Party’s household registration system.
According to the sixth national census, as of November 2010, there were at least 13 million people in China without hukou, household registration information, or ID cards, and they are called “black households. In August 2013, Gu Zexu, a mainland legal expert, wrote in an online article that he estimated from experience that the number of people without hukou in China would have been no less than 50 million, and possibly hundreds of millions, 20 years ago.
With the popularization of the “real-name” system on the mainland, without an identity, people cannot go to school, cannot work, cannot seek medical treatment, cannot buy or rent a house, cannot apply for a cell phone card, cannot travel by train or plane, and have no guarantee of survival, let alone social welfare and protection.
For most ordinary people, it is difficult to restore their hukou after it has been cancelled.

Illegal cancellation of hukou violates Article 10 of the full text of the Ministry of Public Security’s latest regulations on hukou management: a citizen moving out of his or her own hukou jurisdiction shall, before moving out, declare to the hukou registration authority that he or she has moved out and receive a relocation document.
Article 7 of the Rome Convention also states that Crimes Against Humanity include “deportation or forcible transfer of population”.
