Xi’s close friend Wang Xiaohong’s old department Chen Feng took over the Hong Kong Police Liaison Department

Chen Feng has been appointed as the head of the Police Liaison Department of the Liaison Office of the Central People’s Government in Hong Kong.

Chen Feng, a close associate of Xi Jinping and former deputy minister of public security Wang Xiaohong, has secretly taken up the post of head of the police liaison department of the Liaison Office of the Central People’s Government in Hong Kong. Previously, the post was held by Guo Shengkun’s old man Li Jiangzhou. Analysis suggests that Chen Feng’s new post is another major move by Xi Jinping’s camp to take over the Hong Kong police force, which has long been controlled by Zeng Qinghong and Guo Shengkun.

Hong Kong media reported on February 2 that on January 31, Hong Kong Chief Executive Carrie Lam Cheng Yuet-ngor visited the Hong Kong Police Force, accompanied by Director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region Luo Huining, Deputy Director Yang Jianping and Police Liaison Department Head Chen Feng. This is Chen Feng’s first appearance as the head of the Police Liaison Department.

According to the HKSAR government’s news website on January 31, Chen Feng has assumed the post of Minister of Police Liaison Department.

The Hong Kong media disclosed late last year that two or three months ago, Chen Feng, a close associate of Xi Jinping and former deputy executive minister of the Ministry of Public Security Wang Xiaohong, had secretly taken over the police liaison department of the Liaison Office.

According to Fujian Daily, on November 10, 2020, Chen Feng was removed from his position as vice mayor and public security chief of Putian City and replaced by Chen Wenrong, chief of the Criminal Investigation Department of Fujian Provincial Public Security Bureau.

Chen Feng, 53, is a native of Lianjiang, Fujian Province, and has long worked in the Fujian Provincial Public Security Bureau since December 2008, starting as deputy director of the office and researcher, and has served as political commissar of the command center of the Fujian Provincial Public Security Bureau, director of the command and intelligence center, and minister of the police security department. in September 2018, he was appointed vice mayor of Putian City and party secretary of the Putian Public Security Bureau. Chen Feng had studied in the United Kingdom and served as a police liaison officer at the Chinese Communist Party‘s embassy in the United States, and is fluent in English.

Of note is that Wang Xiaohong, executive vice minister of the CCP’s Ministry of Public Security, was the deputy director of the Fujian Provincial Public Security Bureau, Chen Feng’s old boss.

Wang Xiaohong worked in Fujian’s public security system in his early years, and was a close associate of Xi Jinping, with whom he had close ties for many years. When Xi Jinping became secretary of the Fuzhou Municipal Party Committee, Wang Xiaohong became director of the Fuzhou Municipal Public Security Bureau, responsible for Xi’s security and safety work. in March 2015, Wang was transferred to the capital as vice mayor of Beijing and director of the Beijing Municipal Public Security Bureau. in May 2016, he became vice minister of the CPC Ministry of Public Security. in March 2018, he became deputy secretary of the CPC Party Committee and executive vice minister of the Ministry of Public Security. in April 2020, the Central Commission for Discipline Inspection announced In April 2020, the Central Commission for Discipline Inspection announced the “fall” of Sun Lijun, former Vice Minister of the Ministry of Public Security, and that it was the Central Security Corps under the jurisdiction of Wang Xiaohong’s Special Security Bureau that carried out the operation. Wang Xiaohong advocated that “public security is surnamed Party”.

It is reported that in June 2020, Beijing held a meeting of the Standing Committee of the National People’s Congress to establish the “Hong Kong version of the National Security Law” draft instructions. One of the important elements is the establishment of a national security office in Hong Kong.

In July 2020, Li Jiangzhou was appointed Deputy Director of the NSA in Hong Kong, and Li is said to be a close associate of Guo Shengkun; the other Deputy Director is Sun Qingye, whose background is unknown, but he is rumored to be from the NSA system.

After the handover of sovereignty to Hong Kong on July 1, 1997, Jiang Zemin and Zeng Qinghong have been infiltrating and controlling the Hong Kong police force through their cronies in the Central Committee of Political and Legal Affairs. When Zhou Yongkang became Communist Party Minister of Public Security in 2004, the Ministry of Public Security’s Police Liaison Unit at the Liaison Office of the Central People’s Government in Hong Kong was upgraded to the Police Liaison Department.

When Guo Shengkun became Minister of Public Security in 2012, Li Jiangzhou, Director of the Domestic Security Bureau of the Ministry of Public Security, was transferred to head the Police Liaison Department of the Liaison Office of the Ministry of Public Security in Hong Kong. Li served under Guo Shengkun for four years. With the crackdown on the anti-China campaign, the Hong Kong Police Force has reportedly come under the direct supervision of the Liaison Department of the Liaison Office.

According to current affairs commentator Li Yanming, Chen Feng, a former member of Wang Xiaohong’s team, is the new head of the police liaison department of the Liaison Office, replacing Guo Shengkun’s old man Li Jiangzhou, another major move by Xi Jinping’s camp to take over the Hong Kong police force, which had been controlled by Guo Shengkun for a long Time. This also means that the Hong Kong police force and the Hong Kong mafia, long controlled by Zeng Qinghong and Guo Shengkun, are facing a purge.
