Recently, Ms. Ren from Guizhou, China, was arrested across the city and detained for three days in parallel after she said “strawman branch secretary” in a WeChat group because she was dissatisfied with the community branch secretary’s response to her work, and said she had filed a claim for state compensation.
On Jan. 30, several land media reported that Ms. Ren said many people came to her Home on the 27th, including the chief of the police station and the deputy director of the Public Security Bureau, as well as officials from the Bijie Public Security Bureau, who came to her home to apologize and send him a copy of the reconsideration decision.
The leaders of the police station and the Public Security Bureau sought Ms. Ren’s opinion on whether to allow the police officers involved to apologize on her doorstep, but she did not agree, saying, “I don’t want to see them.”
Ms. Ren said, about the embezzlement of hundreds of thousands of yuan, the relevant departments have been involved in the investigation, so many people watching, she believes that the relevant departments should follow the legitimate investigation procedures to deal with.
She also revealed that the local police station and Public Security Bureau apologized at home, responded to her previous request for state compensation in the administrative reconsideration application, and took the initiative to offer compensation for moral damage.

Ms. Ren said the local standard is more than 300 yuan, and a certain amount of moral compensation, should be less than 1,000 yuan in total, she believes that this is very important, because it is her right.
Ms. Ren said the impact of this matter is beyond her expectation, and she personally does not want to pursue it too much, but hopes it will be handled fairly.

The article said that a woman in Guizhou was dissatisfied with the response of the community branch in terms of work, said in the WeChat group: “straw bag branch,” the result brought trouble.
The article says that the “strawman branch secretary” called the police, causing the woman to be handcuffed across town to Bijie City by police from the Hongshan Police Station in the Qixingguan District of Bijie City, and was detained for three days. The process, the police suspected of illegal summons, illegal use of handcuffs, abuse and other issues.
On January 26, Ms. Ren confirmed to the media that she was the person in question. She said that when she lived in Bijie Langyuan Garden District, she was dissatisfied with the property and the work related to the property committee of the district, and on September 5, 2020, she questioned the property committee in the district owners’ WeChat group for not holding the owners’ meeting, and said in the group, “Look what this strawman branch said.”
She said she returned to her home in Guiyang after she said “straw bag branch secretary”. In mid-September, police officers from Bijie Hongshan Police Station called to summon her to Bijie. But she also thought the summons was illegal, so she asked the other party to contact the police station in her district first.
On November 3 of the same year, the Hongshan police station contacted Ms. Ren again. She returned home around 5 p.m. that day and waited for the police to come to her home to inquire about the situation, at which point police officers from the Hongshan police station followed her in, handcuffed her directly without any resistance, and then took her from Guiyang to Bijie, where she was detained for three days.
She said she had no intention of insulting and abusing Liu. Even if she did insult Liu, she should be prosecuted by the court instead of being arrested by the police. She also questioned whether Liu’s husband, a Bijie police officer, was abusing his public power in this case.
After the incident aroused public concern, the official issued a statement saying that, upon review, the summons procedure is illegal, revoke the administrative punishment decision made by the Qixingguan Branch to Renmou, and order the Qixingguan Branch to deal with subsequent related matters in accordance with the law, the case involves the police station chief and the police officers on the case have been suspended from duty to undergo investigation.
