The emptying of Zhao Leji? Li Zhanshu, Wang Qishan’s old ministry as deputy secretary of the Central Commission for Discipline Inspection

The fifth plenary session of the 19th Central Commission for Discipline Inspection of the Communist Party of China closed on the 24th, at which it was announced that Yu Hongqiu and Fu Kui were appointed as members and deputy secretaries of the Standing Committee of the Central Commission for Discipline Inspection. The two men are the former ministry of Li Zhanshu and Wang Qishan respectively. Analysts say that the latest personnel changes in the CCDI indicate that Zhao Leji, the current member of the Standing Committee of the Jiang faction and secretary of the CCDI, who is deeply involved in the Shaanxi and Qinghai cases, has been hollowed out and his career is in high danger.

The communiqué issued by the 5th Plenary Session of the 19th Central Commission for Discipline Inspection (CCDI), held in Beijing from Jan. 22 to 24, said that it will deepen the fight against corruption, focusing on corruption cases where political and economic issues are intertwined; deepen anti-corruption work in the financial sector; continue to punish corruption in state-owned enterprises; and intensify punishment for corruption in the political and legal systems. The plenum also announced that Yu Hongqiu and Fu Kui were appointed as deputy secretaries of the Central Commission for Discipline Inspection.

The official website of the Communist Party of China shows the list of eight deputy secretaries of the Central Commission for Discipline Inspection, Yu Hongqiu, Fu Kui has replaced Li Shulei, Chen Xiaojiang.

Previously, Li Shulei, who served as deputy secretary of the Central Commission for Discipline Inspection, has been reassigned as deputy director of the Central Party School (State Administration Academy) in charge of day-to-day work, and Chen Xiaojiang has been reassigned as vice minister of the Central United Front Work Department and director of the State People’s Committee.

Born in 1960, Yu Hongqiu served in the All-China Federation of Trade Unions for 18 years. in October 2010, Yu was parachuted into Guizhou, where he served as deputy secretary of the Guiyang Municipal Party Committee, secretary of the Zunyi Municipal Party Committee and member of the Standing Committee of the Guizhou Provincial Party Committee; from July 2012 to October 2013, he served as member of the Standing Committee of the Guizhou Provincial Party Committee and Minister of the Propaganda Department; from October 2013, he served as vice president of the All-China Women’s Federation, and in March 2015, he was appointed as head of the Discipline Inspection Group in the Central Organization Department. In July 2018, he was transferred to the Deputy Secretary of the Henan Provincial Party Committee. Since November 2019, he has been the deputy secretary of the Party Group and director of the Council of the All-China Federation of Supply and Marketing Cooperatives.

It is reported that Yu Hongqiu was also a former member of the then Secretary of the Guizhou Provincial Party Committee, Li Zhanshu. Yu Hongqiu in three months before coming to Guizhou, Li Zhanshu transferred to Guizhou in August 2010, to July 2012 Li Zhanshu transferred to the central government, Li Zhanshu in Guizhou when the provincial party secretary for less than two years, Yu Hongqiu is the deputy secretary of the Guiyang Municipal Party Committee in Guizhou Province. There have been media disclosures, “Yu Hongqiu positions are frequently transferred, almost maintaining the frequency of a change of post a year.”

Fu Kui, 59, previously served as director of the Institute of Discipline Inspection and Supervision of the Central Commission for Discipline Inspection, director of the Center for Theoretical Research on Integrity of the Central Commission for Discipline Inspection, director of the Law Enforcement and Supervision Office of the Central Commission for Discipline Inspection, deputy secretary-general of the Central Commission for Discipline Inspection and director of the Comprehensive Supervision Office, and in March 2014, deputy director of the National Corruption Prevention Bureau and director of the International Cooperation Bureau of the Central Commission for Discipline Inspection. In July 2015, he became a member of the Standing Committee of the CPC Hunan Provincial Committee and Secretary of the Provincial Discipline Inspection Commission. in January 2018, he became the Director of the newly formed Hunan Provincial Supervisory Commission.

According to his resume, Fu Kui has long served in the CCDI system, and was promoted and reappointed during the tenure of Yu Jianxing, He Guoqiang and Wang Qishan as CCDI secretaries. During Wang Qishan’s tenure as CCDI secretary, he was promoted to deputy ministerial level and headed the International Cooperation Bureau specially established by Xi Jinping and Wang Qishan, as well as the Central Fugitive Office.

In addition, Fu Kui had a close relationship with former deputy secretary of the CCDI, Ma Ma, and was his first secretary. In November 2008, Fu Kui became Director of the Law Enforcement and Supervision Office, and in December 2010, he became Deputy Secretary General and Director of the General Supervision Office.

After Ma stepped down and Wang Qishan became secretary of the CCDI, Fu Kui became deputy director of the NCPB and head of the CCDI’s International Cooperation Bureau, as well as head of the newly-formed International Cooperation Bureau of the CCDI and head of the Central Fugitive Office.

The new position of the 61-year-old senior official Yu Hongqiu, a former member of Li Zhanshu’s Guizhou team, as deputy secretary of the Central Commission for Discipline Inspection (CCDI), indicates that the Xi camp is stepping up its personnel layout and strengthening its control over the CCDI. The new position of Fu Kui, who is close to Hu’s camp, is a signal that Xi and Hu’s camp are joining forces again as the battle between Xi and Jiang escalates. The latest personnel changes also show that Zhao Leji, the current Jiang Standing Committee member and secretary of the CCDI, is in danger of being hollowed out and his career is in jeopardy.
