Li Zhi is the first tiger in Xinjiang in the 18th Congress Ren Hua became the first tiger in Xinjiang in the 19th Congress

According to the official media Beijing Youth Daily, the starting point for Ren Hua’s corruption and bribery was during her tenure as a member of the Standing Committee of the Urumqi Municipal Party Committee and Minister of the Propaganda Department, when her boss was then-Urumqi Municipal Party Committee Secretary Li Zhi, according to public prosecution documents from the Suzhou Prosecutor’s Office.

In a 2007 interview with People’s Weekly, Li Zhi not only stated his principle of dealing with people: never make enemies, but also told the media that he was “as timid as a mouse” when making decisions.

But in the end, Li Zhi became the first tiger in Xinjiang in the 18th Communist Party Congress, and Ren Hua, his former subordinate, became the first tiger in Xinjiang in the 19th Congress.

On March 16, 2015, the overseas Chinese media, as quoted by the overseas “World News”, reported that Ling Plan personally arranged for Li Zhi to go to Xinjiang to prepare for his succession. In addition, Li Zhi was also involved in corruption cases in Xinjiang involving Zhou Yongkang and Wang Lequan, the former Communist Party Secretary in Xinjiang.

Xi Jinping Takes Down Renhua in Bid to Knock Out a Giant Tiger

In response to Ren Hua’s fall, Ren Chongdao, a researcher at Tianjun Political Economy, believes that Xi Jinping needs to do a good job of laying out his personnel as soon as possible in the vicinity of the 20th CPC National Congress, and to guard against stirring up trouble by his political enemies. The investigation of Ren Hua is not only related to her own corruption problems, but also to Xi Jinping’s use of her to hammer his political enemies.

Ren said that Ren served in the General Office of the Xinjiang Autonomous Region Party Committee for 20 years from 1986 to 2006, and that the person with whom she had the most interaction was Wang Lequan, then secretary of the XAR Party Committee. Wang Lequan served as party secretary of the Xinjiang Autonomous Region for 16 years between 1994 and 2010, and was nicknamed the “King of Xinjiang” in the official circles, and Renhua’s promotion was inseparable from Wang Lequan’s promotion. After the unrest in Urumqi on July 5, 2009, Wang Lequan was safely transferred to the deputy secretary of the Central Committee of Political and Legal Affairs, which had a lot to do with Zhou Yongkang.

Caijing magazine revealed in 2007 that not only Zeng Wei, son of Zeng Qinghong, was deeply involved in the scandal of the annexation of Shandong Luneng Group, but Wang Lequan’s son was also one of the protagonists.

The August 2014 issue of Hong Kong‘s Controversy reported that since June 18, 2014, the CPC Central Commission for Discipline Inspection has announced four times in the party that more than 7,280 retired senior party, government and military officials have been included in the review, including Wang Lequan.

The December 2016 issue of Outpost revealed that Zhou Yongkang’s close associate Wang Lequan was known as a “thief’s son” in Xinjiang, and that his corrupt wealth was said to be 70 billion or 300 billion yuan.
