On January 22, Deng Cullin, former Vice Mayor of the Chongqing Municipal Government and former Party Secretary and Director of the Municipal Public Security Bureau, was arrested. Deng Cullin was involved in the persecution of Falun Gong.
On June 14, 2020, Deng Cullin was investigated; on June 24, he was removed from his position.
On January 4, 2021, Deng Cullin was expelled from the Communist Party and public office. Deng Cullin was accused of accepting gifts in violation of the law, accepting banquets for a long Time, selecting and appointing cadres in violation of the law, engaging in trading in power and sex, engaging in power and money transactions, benefiting others in job adjustment and promotion, project contracting, and business operation, and receiving large amounts of money and property.
Deng Cullin is the fourth director of Chongqing Public Security Bureau to be investigated after Zhu Mingguo, Wang Lijun and He Ting.
Deng, 55, has served in the political and legal system since 2010 and has been a member of the Standing Committee of the Yichang Municipal Party Committee and secretary of the Political and Legal Committee, director of the Yichang Municipal Public Security Bureau and deputy director of the Hubei Provincial Public Security Bureau. He was transferred to the Central Committee of Political and Legal Affairs in June 2015 and soon became the director of the Central Committee’s Office of Political and Legal Affairs. In July 2017, he was “parachuted” into Chongqing, where he became the vice mayor of the Chongqing Municipal Government, director of the Municipal Public Security Bureau, secretary of the Party Committee and inspector general, and also deputy secretary of the Chongqing Municipal Committee of Political and Legal Affairs.
Deng Zuling and Meng Jianzhu, former Secretary of the Political and Legal Committee of the CPC and member of the Politburo, had crossed paths. During Meng Jianzhu’s tenure as Secretary of the Central Committee of Political and Legal Affairs, Deng Cullin served as Director of the Central Committee of Political and Legal Affairs Office. Meng Jianzhu was allegedly the commander-in-chief of the CCP’s persecution of Falun Gong, while Deng Zuling was Meng Jianzhu’s “chief butler.
According to a June 17, 2020 report on the overseas Minghui website, five Falun Gong practitioners in Yichang were kidnapped, framed, and falsely convicted during Deng’s tenure as secretary of the Yichang Municipal Political and Legal Committee and director of the Municipal Public Security Bureau. In mid-April 2014, the Xiling District Court of Yichang City illegally opened a trial against Falun Gong practitioners Hu Zongzhi, Qiu Min, Liu Zaimei, Liu Yanping, and Xie Houmei, and illegally sentenced five Falun Gong practitioners to 3-4 years.
From September to December 2013, the Yichang City Political and Legal Committee manipulated the Yichang City Public Security Bureau and its subordinate branch offices and police stations to follow, monitor, and phone in Falun Gong practitioners on a large citywide scale.
According to the report, the Yichang Municipal Political and Legal Committee commanded the judicial system to use a system called “Judicial e-Tone” to GPS the cell phones of Falun Gong practitioners on the blacklist and monitor them 24 hours a day, and required the competent agencies of the express delivery industry to illegally unseal and inspect the express mail of Falun Gong practitioners according to the blacklist.
During Deng’s tenure as vice mayor and head of the Chongqing Public Security Bureau, many Falun Gong practitioners were persecuted to death.
The report mentions that the mass abductions of Falun Gong practitioners in the “Jiang v. Case” and “Operation Knockout” occurred during Deng’s tenure as director of the Central Committee of the CCP’s Political and Legal Affairs Commission, and that Deng was responsible for the persecution of Falun Gong practitioners nationwide.
Deng, Meng Jianzhu, Zhu Mingguo, Wang Lijun, He Ting, and others have all been investigated by the International Organization for the Pursuit of Falun Gong for their involvement in the persecution of Falun Gong practitioners overseas.
