Mainland Chinese actress Zheng Shuang has recently been caught in a “Surrogacy” controversy, which has not only caused an uproar in public opinion, but has also been named and criticized by the Central Committee of the Chinese Communist Party‘s Political and Legal Affairs Commission. However, it is not uncommon for officials in the Chinese Communist Party to have children by surrogates, the most famous being Wang Baoan, former director of the National Bureau of Statistics.

After the scandal of Chinese actress Zheng Shuang’s “surrogacy” was exposed, CCTV, the official media of the Communist Party of China, published two commentaries on its official microblog on January 19, “CCTV comments on surrogacy and abandonment of children, which are not tolerated by the law and morality” and “China prohibits surrogacy in any form, turn to the public”, criticizing Zheng Shuang’s behavior.

The Political and Legal Committee of the Central Committee of the Communist Party of China also published a commentary criticizing Zheng Shuang’s behavior of abandoning her Family through “surrogacy” as a loophole in the law.

Wang Baoan’s “surrogacy” for a child

The Chinese Communist Party’s official announcement of Wang Baoan’s double-opening on August 26, 2016 reads, “Moral degradation, power and money dealings”.

On Jan. 26, 2016, one week after the birth of his second son, Wang Baoan was notified by the Central Commission for Discipline Inspection that he was under investigation.

Wang Baoan was caught trying to flee with his mistress

The March 2016 issue of Hong Kong‘s Controversy revealed that Wang Bao Bao’s case involved a group of former Communist Party of China (CPC) officials leading the Ministry of Finance, the State-owned Assets Supervision and Administration Commission (SASAC), and the central bank, who kept hundreds of millions of dollars in Europe and the United States.

In early January 2016, the Commission for Discipline Inspection (CDI) approached Wang Bao Bao and said that if he could take the initiative to explain his problems during his tenure at the Ministry of Finance and report and expose internal problems, the CDI could carefully consider not referring him to justice. At that Time, Wang Bao Bao cried and said that he was willing to cherish the opportunity given by the Commission.

But in reality, Wang Baoan had already made post-deployment arrangements for his escape, and arranged a working meeting with the Communist Party’s State Council leaders on the pretext of conveying their speech on January 26 at 7:30 p.m. After the press conference on January 26, Wang Baoan was stopped in the lounge by the deputy secretary of the CCDI, his assistant and two special police officers when he went to get his briefcase and coat.

The newspaper quoted internal sources as saying that Wang’s briefcase contained two official passports signed by “Huang Guoan” and “Ding Yi”, and two sets of first-class tickets to Paris on Air France at 7 p.m. and Frankfurt on German Airlines at 9 p.m. on Jan. 26. Wang Baoan’s mistress was arrested at the airport VIP lounge.

On May 31, 2017, the Zhangjiakou City Intermediate Court in Hebei Province, China, publicly announced that Wang Baoan was sentenced to Life imprisonment, deprivation of political rights for life, and confiscation of all his personal property for accepting bribes.
