The Chinese Communist Party continues to shake up its officialdom, with news from the party media on the 21st that Hu Wenming, the design director of the first domestic aircraft ship, has been arrested. Before Hu, Sun Bo, the general manager of CSIC, fell from the horse. Hong Kong media had said that Sun Bo allegedly leaked aircraft carrier secrets to foreign intelligence agencies.

Xinhua News Agency announced on January 21, the Supreme Procuratorate recently on suspicion of accepting bribes, state-owned company personnel abuse of power, the former chairman of the CPC Shipbuilding Heavy Industry Group Co. The case is being further processed.

The CPC Central Commission for Discipline Inspection and State Supervision Commission’s official website late last May 12 issued a notice, Hu Wenming suspected of serious violations of discipline and law, is currently under disciplinary review and supervisory investigation.

According to the State Supervision Commission of the Central Commission for Discipline Inspection, Hu Quming lost his faith, the implementation of major decisions and deployments of the Chinese Communist Party is ineffective, distorted the concept of performance, seriously deviated from the main responsibility of the main business operations; engaged in superstitious activities, confronting organizational review; violation of the spirit of the eight provisions of the Central Committee, illegal golfing, access to private clubs; do not report personal matters in accordance with the provisions, in the cadre recruitment and promotion for the benefit of others.

Hu Wenming irregular purchase of housing, occupy public vehicles, engage in power and money transactions; irregular arrangements for subordinate enterprises to invest in stocks, resulting in significant losses and losses of state-owned assets; constitute a serious duty violation and suspected of accepting bribes, state-owned companies abuse of power crime, should be dealt with seriously.

Public information shows that Hu Wenming, 64, is a native of Yangzhou, Jiangsu Province. He has worked in the Chinese aviation industry, the Chinese Communist Party’s weaponry, the Chinese Communist Party’s shipbuilding industry group, etc., decades of work experience covering the construction of air, land and sea equipment research and development, the first domestic aircraft carrier, J-10, the domestic large aircraft C919, civil aircraft Xinzhou 60 and other projects he had important participation.

In 1998, the J-10 made its maiden flight in Chengdu. Hu Wenming led the research team to develop the cockpit display system and other on-board equipment for the J-10, and was involved in the development, production and export of the civil aircraft Xinzhou 60.

In July 2012, Hu Wenming became the Chairman of the CPC Shipbuilding Industry Corporation (CSIC), and in 2015, he became the Chairman of CSIC, retiring in 2019.

The former CSIC was established on July 1, 1999, and is a mega state-owned enterprise reorganized and established by some enterprises and institutions of the former China Shipbuilding Industry Corporation, which is an institution authorized by the Communist Party of China to invest and operate assets.

The Central Commission for Discipline Inspection announced that Hu Wenming, the former chairman of China Shipbuilding Industry Corporation, was expelled from the Party on eight counts of power, money and sex.

It is worth noting that during Hu Wenming’s tenure as chairman of CSIC, Sun Bo was then general manager. in June 2018, Sun Bo was investigated during his tenure. in July 2019, Sun Bo was sentenced to 12 years in prison.

The South China Morning Post had disclosed that Sun Bo was suspected of taking bribes in addition to leaking Liaoning aircraft carrier secrets to foreign intelligence agencies and could be sentenced to death; some media also believed that Sun Bo’s arrest should be related to the quality of the domestic aircraft carrier. The Liaoning and the first domestic aircraft carrier were both designed and built by Sun Bo, but quality problems were found on both carriers.

The Liaoning was converted from an abandoned Ukrainian aircraft carrier purchased by the Chinese Communist Party in 2002. in July 2017, the aircraft carrier Liaoning docked in Hong Kong and was found to have fallen paint and rust in the red anti-rust paint section below the waterline of the hull.

On May 18, 2018, the first aircraft carrier 001A, which returned to the Dalian shipyard pier in Liaoning after completing sea trials, was also exposed to structural problems, and in the same year the media claimed that the news of the 001A carrier repeatedly postponed sea trials, and even the colorful flags once hung were removed. The reason was that the carrier had problems.

In addition to the domestic aircraft carrier was exposed to quality problems, the corruption problem of CSIC is also the focus of attention. Overseas Chinese networks have disclosed that the number of allocations flowing to CSIC in the CCP’s military spending is very significant, and the resulting corruption is obviously feared by the CCP’s top brass and the military.

The Central Inspection Group said during its inspection of CSIC in 2017 that there were integrity risks at the top of the group, a thin sense of discipline at the top, irregular hiring, and small circles.

CSIC is a mega state-owned enterprise managed by the Communist Party’s State Council, and is one of the top ten military industrial groups in the Communist Party, with 46 industrial enterprises, 28 research institutes, 140,000 employees and total assets of 190 billion yuan.
