Hospital checkup no disease Chengdu man repeatedly locked up in a mental hospital

Shi Yi, a 43-year-old man from Chengdu, Sichuan Province, was repeatedly sent to a psychiatric hospital by community leaders for some reason. The treating doctor repeatedly explained that Shi Yi was not sick and urged the community to help him get discharged, but the community leaders kept delaying the process.

She was worried that the environment of the psychiatric hospital would cause physical and mental harm to Yi, and repeatedly approached the community leaders to negotiate for his discharge as soon as possible. As a result, Yang Zhuhua was asked by the community to request the court to disqualify her as the guardian of Yi.

The court ignored the statement appointing a guardian

In January of last year, Si Yi wrote a statement expressing his wishes and strongly requesting and appointing Yang Zhuhua as his legal guardian according to the relevant guardianship provisions. However, the street and community officials ignored his declaration and filed a petition with the court to revoke Yang Zhuhua’s status as Si Yi’s guardian.

The Chengdu court also failed to take into account the wishes of Si Yi, and on December 3, 2020, changed Si Yi’s guardianship to the Shubei Street Community Resident Committee of Qiaimajiao Street, Jinniu District, Chengdu City.

Yang Zhuhua told the Epoch Times, “The community won’t let me be his (Si Yi’s) guardian, so they toss him around and keep him in a mental hospital every day. They don’t let him out. They don’t even have his human rights anymore. They can sentence him any way they want.”

“He (Si Yi) is not sick, he is normal, but he is forcibly locked up inside and not allowed to come out. The doctor told me many times that you should talk to the community, and I said I did, but the community just refused to let him out on the grounds that he was petitioning everywhere.” Yang Zhuhua said.

The city asks the street to release him, but the street won’t pay the bill

On October 27, 2020, she received a response from the city government, saying that it had asked the street community to release her as soon as possible.

Yang Zhuhua said, “In November 2020, two aunts and I went to the street leaders with this document and asked them to pick up Si Yi and release him from the hospital. Secretary Tal said, “He said to release him? We haven’t agreed yet!”

“It dragged on like this until today (January 15), when I heard that the community was going to help him get discharged from the hospital, but I haven’t heard anything yet. I called Dr. Qin and he was off duty. I then called Si Yi and he said that the community still owed the hospital 8,000 yuan, so he couldn’t be discharged, and that today was Friday, so it might be delayed until next Monday.”

Yang Zhuhua and Si Yi’s biggest concern was whether the community would really let him be discharged home. Or will he be transferred to another hospital for continued confinement, just like the time in 2016.

Calling the mayor’s hotline to report being locked up again in a mental hospital

In 2016, when he saw a job advertisement in the community and went to look for a job, he was not assigned a job several times.

In the psychiatric hospital of Chengdu No. 4 Hospital, Yi was examined by the hospital and had no disease. The hospital repeatedly asked Yi to be discharged, but the community never picked him up. Finally, the community forcibly sent him to Pengzhou City Hospital No. 4 again on the grounds that he was mentally ill. In the end, Yi escaped from the hospital only because of self-inflicted injuries.

After Yi got out, some enthusiastic people approached Yang Zhuhua and asked her to help take care of him, so she started to act as Yi’s guardian, which was agreed by the community and was notarized by the court as a legal guardian.

In August 2020, the community staff called her and told her that she was the legal person of a company with a registration amount of 11 million dollars, which surprised her!

So, on August 26th Yang Zhuhua and Si Yi went to the Qingyang District Police Station to report the case, and then went to the Industrial and Commercial Bureau to inquire, and there was indeed this company, and Si Yi was confirmed to be the legal person of the company. The administrative department of the Industrial and Commercial Bureau said that there are many such things, the community took away these disabled identity cards, copies of the account book, and took it to do empty-headed companies to launder money.

Just after Yang Zhuhua and Si Yi went to the Industrial and Commercial Bureau to inquire, the company was cancelled that afternoon.

Yang Zhuhua said, “Yi thought he was ‘mentally ill’ people, others to use the company to do illegal things, they must come to his guardian, the spirit is very depressed, before calling the mayor’s phone for help.”

But after Si Yi called the mayor’s hotline, the community street office, police station and hospital forced him into the psychiatric hospital again that night (August 30, 2020), and until now he has not been allowed to be discharged.

Yang Zhuhua said, “The psychiatric hospital is more than a prison. This is illegal detention, human rights are no longer. If they transfer him to another hospital this time, I’m sure I’ll have to go to Beijing to report it.”
