In comprehensive news, an urgent open letter from prominent Chinese rights activist Guo Feixiong to Chinese Premier Li Keqiang and Public Security Minister Zhao Kezhi was circulated on the Internet on January 10.
In the letter, Guo asked the Chinese government to allow him to travel to the United States to care for his wife, Zhang Qing, who is seriously ill and unattended.
The letter states that Zhang Qing, who moved to the United States with his two children in 2009 because of Guo Feixiong’s political persecution, is suffering from colon cancer with liver metastases and has just completed major surgery. Zhang Qing lives in Maryland and is currently unattended.
Guo requested that the Guangzhou Public Security Bureau in Guangdong Province return his passport, which had been seized, and allow him to travel to the United States to care for his wife.
Guo Feixiong, formerly known as Yang Maodong, was one of the key participants and leaders of China’s New Citizens Movement and Southern Democracy Movement, and was imprisoned by the Chinese government for a long time before being released from prison in Guangdong in August 2019.

Mr. Li Keqiang, Premier of the State Council
Mr. Zhao Kezhi, Minister of Public Security
Hello, two public servants!
I am Chinese citizen Yang Maodong, pseudonym Guo Feixiong.
I am writing to you urgently on a matter of great importance to you and your public servants, and I would like to ask for your help.
My wife, Zhang Qing, who lives in Maryland, USA, just had a major open heart surgery for colon cancer with liver metastasis today (January 9, 2021, USA time). She was forced to move to the U.S. in 2009 because her two children could not study normally in China. She has been working hard for more than ten years in foreign countries, raising her children with great difficulty, and has been separated from me as a prisoner of conscience twice for a long time.
Now she is alone in the U.S. and needs urgent care after a major surgery, but there is no one to cook, take care of her, and support her, which is not conducive to suppressing and curing the disease, which makes me feel worried and spend my days like years!
I had to go to the United States immediately and do my best to take care of my wife and help her through the most dangerous and difficult point in her life.
However, my passport to leave the country is being held by the Guangzhou Public Security Bureau in Guangdong Province, and according to them last year, my right to travel abroad as a citizen requires their approval to be fulfilled.
These two public servants are also husbands and loving couples, and must have common sense and empathy. Equally important, you and the government department you represent have a duty to serve the vital and legitimate needs of Chinese citizens, and an obligation to promptly correct serious failures by your subordinates.
I would like to ask you both to take the time to fulfill your responsibilities and to use your enforcement powers in a natural and humane manner to help me resolve this major and urgent difficulty by ordering the Guangzhou Public Security Bureau of Guangdong Province to return my passport to me as soon as possible and without any illegal obstruction.
I would be very grateful if this were to happen.
As Chinese, we are all natural lovers of our loved ones, our country and humanity. Freedom, democracy, fairness, justice, peace and development are the universal consensus in China today. I sincerely hope to see you two servants and all conscientious people in the Chinese government make a stronger procedural push for human rights in China in the new year, so that the freedom to travel abroad and other basic freedoms of all citizens can be effectively guaranteed.
Please reply!
