North Korea may further expand the five-member standing committee system of the Politburo Standing Committee, with the expected inclusion of Kim Yo-Jong, sister of North Korean leader Kim Jong Un.
North Korea’s official KCNA news agency reported on October 10 that the congress of the Workers’ Party of Korea passed a resolution to amend the party constitution. An analysis says that North Korea may further expand the 5-member standing committee system of the Politburo Standing Committee, which is expected to include North Korean leader Kim Jong-un’s sister Kim Yo-jung. In addition, Kim Jong-un declared that he will advance North Korea’s nuclear forces and continue to research advanced weapons such as hypersonic gliders, and he claimed that plans to build a nuclear-powered submarine have entered the “approval stage.
The report noted that the congress of the Workers’ Party of Korea passed a resolution to amend the party’s constitution, adding in the preamble of the party’s constitution the continuous strengthening of the DPRK’s armed forces in terms of politics, ideology and military technology, stressing that the DPRK will fundamentally curb military threats with strong national defense forces, maintain peace and stability on the Korean peninsula, and fight for the advancement of the cause of south Korean reunification.
It is understood that if North Korea has a nuclear submarine, it will be able to approach the U.S. coast, thus shortening the U.S. warning time significantly. South Korean media said they will closely monitor whether a military parade will be held after the Workers’ Party congress.
The new party constitution also establishes the leadership of the Workers’ Party over the military. The new party constitution also stipulates that the standing members of the Politburo can be entrusted to hold meetings, which means they can hold Politburo meetings without party chairman Kim Jong-un personally presiding over them. Some analysts believe that North Korea may further expand the five-member Standing Committee of the Politburo to include Kim Jong-un’s sister Kim Yo-jung.
The DPRK Workers’ Party held a party congress from Jan. 5 for the first time since 2016, with Kim Jong Un delivering speeches on several days in a row. The KCNA news agency reported on the 9th that Kim Jong Un said that no matter who is in power in the United States, its essence and basic policy of hostility to North Korea will always remain the same. Therefore, North Korea’s foreign policy must be oriented in this way: “Subverting our biggest enemy and the biggest obstacle to our innovative development – the United States.” Kim Jong Un has in the past denounced Biden as a “mad dog,” while Biden called Kim Jong Un a “criminal” during the presidential campaign.
Kim Jong-un also said he would continue to strengthen and develop relations with China and Russia to deal with common threats. In his report at the party congress, Kim Jong-un said the two peoples and parties are inseparable and united as brothers in the fight against common threats, and will deepen mutual understanding and strategic communication as well as trust between the two parties. The DPRK also seeks new developments in its relations with Russia and will promote and develop friendly cooperation between the two countries.
